This is a fully remote position, open to applicants in District of Columbia, +2 more states.
• Oversee the technical solution development for strategic Department of War (DoW) and Federal captures from initial qualification and opportunity shaping to proposal submission and oral presentations.
• Act as the principal technical author or lead for technical volumes in proposals.
• Draft significant sections of technical methodologies, solution architectures, implementation strategies, transition plans, migration strategies, DevSecOps methodologies, cybersecurity strategies, cloud solutions, operational concepts, and associated management content.
• Create proposal storyboards, annotated outlines, section plans, content assignments, and writing guidelines that align evaluation criteria with the proposed solution and winning strategy.
• Develop and refine win themes, technical differentiators, proof points, value propositions, and customer advantages.
• Facilitate structured solution workshops with architects, engineers, cybersecurity experts, program leaders, partners, pricing teams, and subject matter specialists.
• Generate proposal-ready architecture diagrams, data flows, deployment models, CONOPS, technical roadmaps, workflows, and solution graphics.
• Incorporate solution assumptions, staffing concepts, schedules, risks, dependencies, and basis-of-estimate inputs in collaboration with pricing and delivery teams.
• Engage in and lead Pink Team, Red Team, Gold Team, and other color reviews; address comments and adjust technical content.
• Assist in customer meetings, capability briefings, white papers, responses to sources sought, oral proposal presentations, and technical demonstrations.
• Utilize practical knowledge of Federal security controls, NIST guidance, risk management, and Authority to Operate processes when crafting proposal solutions.
• Bachelor’s Degree in Computer Science, Information Systems, Engineering, or another relevant scientific or technical field.
• Over 10 years of experience in leading and architecting enterprise software systems.
• More than 5 years of experience as a solution or enterprise architect within the Department of War.
• Proven experience supporting Federal or Department of Defense (DoD) capture and proposal initiatives as a solution architect, technical-volume lead, lead technical writer, capture architect, or a similar role.
• Documented experience in writing substantial technical proposal content, including sections on technical approach and solution architecture.
• Experience directly leading a Department of War IL-4+ Authority to Operate process for a project valued at over $10 million.
• US Citizenship is mandatory due to federal contract stipulations.
• AWS Solutions Architect certification is required.
• Familiarity with Oracle Cloud within DoW environments is preferred.
