Project Manager/Director – CMS, IDRE Audit

📋 Description

• Act as the main point of contact for the Government regarding all contract-related issues and policy concerns, collaborating with the CMS Contracting Officer (CO) and Contracting Officer’s Representative (COR).

• Spearhead the post-award Kick-Off Meeting and orientation briefing within seven (7) business days of the award, covering management approach, project work plan, staffing, communications, risk management, and configuration management.

• Create, maintain, and implement the Project Management Plan and Integrated Master Schedule (IMS), updating the work plan at least once a month as project conditions change.

• Oversee project staff and any subcontractors to ensure adherence to timelines set for both standard and expedited reviews of Eligibility Determinations and Payment Determinations.

• Guarantee the timely submission of high-quality deliverables, including the Audit Strategy, Audit Roadmap, individual audit reports, the Preliminary and Final Annual Audit Reports, and the Operational Readiness and Transition Report.

• Promptly inform CMS of any challenges arising from contract administration, such as sudden surges in inquiry or appeal volume and the team's capacity to manage workload fluctuations; oversee project costs.

• Conduct quality assurance on all draft audit reports to ensure adequate documentation of rationale for each audit decision.

• Lead efforts in recruiting, retaining, onboarding, and replacing qualified personnel; adjust resources in response to changing audit volumes and program requirements.

• Supervise subcontractor performance and cost management, ensuring that the use of subcontractors and consultants is deliberate, strategic, and does not inflate project costs.

• Take ownership of the contractor’s Quality Control Plan and continuous improvement initiatives; leverage performance data to enhance processes during Phase 1 and facilitate the transition to Phase 2.

• Protect sensitive healthcare information and ensure all work adheres to the No Surprises Act, the Federal IDR regulations at 45 CFR 149.510, relevant HHSAR clauses, and all contract security and privacy mandates.

⛳️ Requirements

• At least seven (7) years of pertinent professional experience managing Federal and/or State contracts in a principal investigator capacity or a comparable role.

• Proven history of managing multi-year, multi-task federal projects of similar scope, scale, and complexity, ideally in healthcare compliance, program integrity, or audit initiatives.

• Bachelor’s degree in a relevant discipline (e.g., public administration, health policy, business, accounting, healthcare administration, or related field); advanced degree is preferred.

• Demonstrated ability to manage geographically dispersed audit or compliance teams, including oversight of subcontractors, performance evaluation, and corrective measures.

• Exceptional written and verbal communication skills, including experience briefing senior federal stakeholders and producing reports of publication quality.

• Commitment and availability to serve in the Key Personnel role for the entire performance period; a signed letter of commitment will be required at proposal submission for candidates not currently employed by the prime contractor or a proposed subcontractor.

• Capability to obtain and maintain any necessary CMS security and privacy clearances and to complete required CMS training.
