This is a fully remote position, open to applicants in California.
• Assist the Program Manager in the planning and execution of USACE Recurring Maintenance and Minor Repair task-order projects.
• Lead project teams to ensure timely completion of work within budgetary constraints.
• Oversee project management aspects, including safety, quality, billing, schedules, budgets, and contract requirements.
• Facilitate effective communication between clients and project teams.
• Supervise the development of service orders and conduct technical reviews of scopes of work.
• Ensure the creation and adherence to health and safety plans as well as quality plans.
• Monitor the computerized maintenance management system for service orders.
• Coordinate the execution of service orders with managers, coordinators, schedulers, and maintenance personnel.
• Review project schedules, conduct meetings, and ensure the availability of adequate resources.
• Manage subcontractors involved in the maintenance and repairs of military fueling systems.
• Keep track of contract budgets, funding, invoices, revenue, expenses, and financial records.
• Assist with proposals, presentations, reports, client visits, and activities related to prospective clients.
• Develop and nurture customer and client relationships.
• Attend award and kickoff meetings while coordinating initial site visits.
• Conduct meetings with government representatives and subcontractors.
• Provide updates to clients regarding high-priority and high-risk repairs.
• Perform site visits, conduct field quality and safety audits, analyze audit data, and take corrective actions.
• Review work products for adherence to client scopes and company standards.
• Prepare responses to government letters of concern, cure notices, and contractual issues.
• Conduct annual reviews and mentor subordinate staff.
• A minimum of seven years of project management experience, or certification in a technical area, engineering, or a related field.
• Experience in contract administration or support, encompassing quality oversight, financial accountability, or technical review.
• A Bachelor’s degree from a four-year college or university, or five to ten years of post-secondary education/military service with experience in the DoD/Civilian fuels environment.
• Preferred experience in the DoD/Civilian fuels industry.
• Preferred experience in General Services Administration contract administration or support.
• Proficiency in Microsoft Office Suite, including Word, Excel, Database, PowerPoint, and Project.
• Ability to utilize or learn QuickBase, eMaint, MaintainX, Timberland, and other relevant information and scheduling software.
• Project Management Professional (PMP) certification is preferred.
• Ability to read and interpret government contract language in Performance Work Statements and firm-fixed-price contracts.
• Competency in using mathematical concepts such as fractions, percentages, ratios, and proportions.
• Understanding of accrual accounting for billing and revenue purposes.
• Proficient in both written and verbal communication.
• Skills in supervision, interpersonal relations, management, mentoring, performance reviews, and goal setting.
• Proficiency in English, both written and verbal.
• Successful completion of a pre-employment federal background check, MVR, and drug screening.
• Compliance with the company’s drug and alcohol policy.
• Authorization to work in the United States by the start date.
• Capability to lift 25 pounds and perform necessary sitting, standing, walking, computer work, vision tasks, and other physical activities.
• Reliable transportation, a current valid driver’s license, and proof of insurance.
• Ability to acquire and maintain a Common Access Card.
• Ability to obtain basic security clearances if required.
• Ability to wear mandatory field safety equipment.
• Primarily remote work arrangement.
• Occasional travel to domestic locations.
