This is a fully remote position, open to applicants in Washington.
• Oversee program data collection, management, modeling, analysis, visualization, and reporting tasks that bolster TAP operations, performance management, and modernization efforts.
• Create and execute a performance analysis framework to assess TAP's performance, outcomes, service delivery, and enhancement initiatives.
• Perform quantitative and qualitative analyses to pinpoint program deficiencies, trends, emerging needs, risks, and potential areas for improvement.
• Integrate and evaluate data from VBA, GIS, other VA entities, the Department of Labor, the Department of War, and various interagency sources.
• Analyze data gathered through surveys, interviews, focus groups, and other research methodologies.
• Establish program performance metrics and generate monthly and ad hoc performance reports, dashboards, and decision-support materials.
• Conduct gap analyses, SWOT analyses, data mapping, performance assessments, and other analytical evaluations.
• Utilize analytics to highlight and prioritize modernization and continuous-improvement opportunities for TAP.
• Assist in the formulation of strategic action plans and modernization implementation strategies based on analytical insights.
• Set performance measures for pilots and modernization projects, assess outcomes, and advise on the scalability of successful approaches.
• Convert complex analyses into actionable insights and recommendations for TAP leadership.
• Prepare executive-level reports, briefings, presentations, and documentation for Government leadership and interagency stakeholders.
• Assist with recurring and urgent Government data requests, ensuring analytical outputs are accurate, defensible, clear, and suitable for executive audiences.
• Coordinate analytical efforts with the Program Manager, Operations Lead, Curriculum Lead, Government stakeholders, and interagency partners.
• Support VA TAP, which facilitates access to VA benefits, services, and resources for transitioning Service members and their families.
• Bachelor's degree in Data Analytics, Statistics, Computer Science, or a related discipline.
• A minimum of 10 years of relevant experience overseeing complex data analytics, performance measurement, program evaluation, or decision-support initiatives for large-scale programs.
• At least 5 years of experience supporting similar initiatives within the Federal Government or the Department of War (DoW).
• Proven experience managing Government program data collection, modeling, analysis, and the creation of analytical products that aid program management and executive decision-making.
• Experience in preparing executive-level reports, briefings, and documentation deliverables.
• Demonstrated capability to distill complex quantitative and qualitative information and convey findings to senior stakeholders.
• Experience in developing performance measures, analytical reports, or decision-support products.
• Strong project management, analytical, written communication, and presentation skills.
