• Identify the management needs of fisheries and gather requirements from NMFS Regional Offices and the Atlantic HMS Division.
• Develop and implement project plans, schedules, milestones, and resource allocation strategies to achieve Seafood EO implementation objectives.
• Lead and coordinate contractor teams to ensure that fisheries management actions are executed accurately and on time.
• Manage multiple simultaneous projects, allocating staffing resources in accordance with organizational priorities.
• Monitor statutory and regulatory deadlines to guarantee compliance with the Magnuson-Stevens Act and other federal mandates.
• Track project progress and provide regular updates to NOAA/NMFS leadership, OSF staff, and federal managers.
• Offer regulatory analysis and project management support for fisheries management initiatives.
• Ensure all deliverables align with EO 14276, the Magnuson-Stevens Act, NEPA requirements, and other relevant federal guidelines.
• Review environmental analysis frameworks and technical documentation for compliance and quality assurance.
• Confirm that all documentation adheres to Federal Register formatting and legal standards.
• Mentor and guide contract staff across various skill levels.
• Coordinate and facilitate training programs for contractor personnel involved in fisheries management activities.
• Identify operational bottlenecks and propose process improvements, automation tools, and workflow enhancements.
• Proactively recognize project risks, including staffing or regulatory challenges, and suggest mitigation strategies.
• Assist in the electronic categorization, preservation, retention, and disposal of records in line with federal records management requirements.
• Prepare, review, and edit technical documentation, meeting minutes, project reports, and status updates.
• Maintain precise documentation and ensure adherence to federal recordkeeping standards.
• Bachelor’s degree in Business Administration, Environmental Policy, Marine Science, Public Administration, or a related discipline.
• A minimum of 7+ years of project management experience supporting federal programs or large-scale initiatives.
• Progress towards or completion of PMP or FAC-P/PM certification is preferred.
• Strong knowledge of federal regulatory processes, fisheries management, NEPA, and the Magnuson-Stevens Act.
• Experience in managing multiple projects, schedules, deliverables, and contractor resources simultaneously.
• Exceptional written and verbal communication skills.
• Strong analytical, organizational, and stakeholder management skills.
