This is a fully remote position, open to applicants in Moldova.

📋 Description

• Conduct a mid-term review of the Building Resilience in the Eastern Neighbourhood (BREN II) project by evaluating its outcomes and impact based on the OECD-DAC criteria along with other specific benchmarks.

• Analyze and assess the project's implementation achievements against the anticipated results, ensuring alignment with the underlying theory of change that guided the project's design and aspirations.

• Record and validate observable shifts in practices, behaviors, and attitudes adopted by individuals within the civil society sector.

• Provide an objective assessment, both quantitatively and qualitatively, of the relevance, efficiency, effectiveness, coherence of the project interventions, and the sustainability of the results attained.

• Identify and document successful practices and project successes recommended for replication, facilitating scale-up or expansion into new initiatives, alongside lessons learned and challenges faced.

• Develop 1-2 concise case studies focusing on specific new aspects or components of the project.


⛳️ Requirements

• A minimum of a Master's degree in a relevant field (political science, sociology, international relations, conflict analysis and management, or similar areas).

• At least 8 years of professional experience in the aforementioned fields, with proven expertise in conducting both quantitative and qualitative research, particularly in evaluating complex, multi-stakeholder projects related to peacebuilding, media, conflict, and/or organizational governance and theory-based evaluations.

• Familiarity with quantitative data analysis software or the capability to subcontract work should a quantitative analysis method be proposed.

• Exceptional writing skills in English.

• Proficiency in any local languages such as Armenian, Azerbaijani, or Romanian will be considered beneficial.

• Preference will be given to candidates with access to local interviewers or consultants.

• Strong report writing capabilities.

• Understanding of the local socio-cultural, economic, and political context, along with relevant international geopolitics.

• Outstanding facilitation skills and the ability to work effectively in a multi-cultural environment.

• Demonstrated ability to design and implement work adhering to safety, security, and do no harm principles.

• Capacity to collaborate and engage across all BREN implementing countries, or to have local partners or consultants.
