Program Manager – Wholesale Roaming Coordinator

This is a fully remote position, open to applicants in United Kingdom.

📋 Description

• Oversee multiple MNO onboardings throughout the entire lifecycle — from Commercial Alignment → IR.21 / RAEX exchange → IREG / TADIG testing → IPX interconnect activation → Commercial Launch — each at different stages.

• Maintain a comprehensive portfolio view: a unified dashboard displaying every active partner, their current phase, obstacles, responsible individuals, and projected launch date.

• Conduct regular program rituals — weekly partner-specific stand-ups, a portfolio-level review, and monthly executive updates — ensuring the appropriate attendees are present at each meeting.

• Develop and enhance the master onboarding runbook (RACI swimlanes); improve each launch to create a slightly better runbook for subsequent ones.

• Act as the primary point of contact for each partner MNO's program team — facilitating communication between their roaming, technical, and commercial stakeholders and Skylo's Network Integration, Core, Product, Legal, and Commercial teams.

• Convert partner requirements into Jira epics and tickets; monitor engineering deliverables, follow up with responsible parties, and escalate effectively when timelines are at risk.

• Organize cutover windows, maintenance schedules, and BGP/signaling route adjustments with IPX carriers and partner MNOs across various time zones.

• Maintain an active risk register for the portfolio — identify dependencies among partners (shared engineering efforts, shared IPX windows) to enable intelligent sequencing by leadership.

• Facilitate post-launch retrospectives for every onboarded partner; document successes and setbacks, and integrate feedback into the runbook and automation backlog.

• Identify systemic issues — recurring engineering bottlenecks, unclear internal transitions, partner-side trends — and pursue structural solutions beyond mere launch-specific firefighting.

⛳️ Requirements

• At least eight years of experience in wholesale roaming, carrier services, or MNO interconnect program management at an MNO, IPX carrier, roaming hub, or satellite operator.

• Proven history of managing multiple partner programs simultaneously — able to confidently discuss how you kept five or more onboardings on track concurrently.

• Strong program management practices: organized plans, defined ownership, current documentation, and proactive risk management. Proficient in Jira and Confluence.

• Sufficient understanding of roaming standards and signaling protocols to engage in technical discussions between Skylo engineering and a partner, ask pertinent questions, and translate outcomes into clear decisions and timelines.

• Bonus points for direct experience with NTN, NB-IoT, or satellite IoT roaming, or for having worked within both US and European partner ecosystems.
