This is a fully remote position, open to applicants in Virginia.
• Act as the senior delivery lead at ICF for a complex federal technology and data services task order.
• Oversee the overall execution of the task order, which includes managing scope, schedule, cost, staffing, risks, issues, dependencies, deliverables, and contract performance.
• Facilitate integrated collaboration among ICF teams, subcontractors, and delivery partners to ensure well-defined roles, decision-making authority, and accountability.
• Set up and manage program governance forums, such as portfolio reviews, executive status reviews, risk assessments, and delivery coordination meetings.
• Supervise transition planning, onboarding, knowledge transfer, staffing readiness, and the continuity of essential services.
• Keep executive-level stakeholders informed about program performance through dashboards, monthly status updates, quarterly program management reviews, and other contract-related reporting.
• Handle risk, issue, action item, and decision tracking to guarantee timely escalation, resolution, and follow-up.
• Collaborate with technical leads across engineering, product, data, cybersecurity, and service operations to synchronize delivery with client priorities and contractual obligations.
• Assist in IV&V coordination, ensuring access to necessary documentation, environments, technical artifacts, schedules, and remediation plans.
• Propel continuous improvement initiatives using performance metrics, stakeholder feedback, lessons learned, and operational trend analysis.
• Ensure that deliverables align with quality standards, acceptance criteria, and agreed-upon delivery timelines.
• A Bachelor’s degree.
• Valid Project Management Professional (PMP) certification.
• Over 10 years of experience in managing federal technology, digital services, data, cybersecurity, or enterprise IT programs.
• At least 8 years of experience in roles such as Program Manager, Task Order Lead, Delivery Executive, or similar lead position on federal contracts or task orders.
• A minimum of 5 years of experience managing programs with various technical workstreams, which include cloud, SaaS platforms, application delivery, cybersecurity, data, service desk, or infrastructure operations.
• At least 5 years of experience overseeing subcontractors, vendors, or partner delivery teams in a federal contracting context.
• A minimum of 5 years of experience managing cost, schedule, staffing, risk, issues, action items, deliverables, and performance reporting for federal programs.
• Over 3 years of experience leading executive-level client governance forums, status reviews, program management reviews, or portfolio reviews.
• U.S. Citizenship is required due to federal contract stipulations.
• Must be able to obtain and maintain a federal public trust clearance or an equivalent client-required background investigation.
• Candidates must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S.
