This is a fully remote position, open to applicants in United States.
• Act as the Contractor's primary point of contact, official representative, and exclusive liaison with the Government regarding contract issues.
• Direct the execution of all tasks under the contract and serve as the Contractor's authorized decision-maker.
• Supervise daily contract operations and oversee contractor staff.
• Allocate tasks, approve personnel leave, adjust responsibilities, and maintain accurate records of personnel locations and accountability.
• Ensure that communications with the Government adhere to the established contractual chain of command.
• Submit Ordered Departure invoices, daily PERSTAT reports, monthly invoices, and other necessary documentation.
• Stay informed about the Performance Work Statement (PWS), regulatory standards, contract policies, procedures, and documentation needs.
• Manage mobilization, demobilization, CRC reservations, CACs, SPOT entries, security clearances, nondisclosure agreements, rest and recuperation, training, payroll issues, and recruitment.
• Oversee contractor personnel administrative and human resources functions.
• Monitor staffing levels, anticipate vacancies, recruit replacements, and carry out replacement procedures.
• Represent the company in employee counseling and dismissal processes.
• Develop and maintain systems for contract activities, records, correspondence, reports, procedures, directives, and documentation.
• Provide support for personnel selection, training, professional development, and performance evaluations.
• Recommend actions related to hiring, termination, promotions, and disciplinary measures.
• Coordinate mobilization priorities and implement the authorized Mobilization and Employee Phase-In Plan.
• Ensure that contractor personnel adhere to communication protocols and work assignment procedures.
• Perform additional duties as required within the scope of program management and contract specifications.
• Proven experience in project or program management.
• Background in managing contractor personnel and operational activities.
• Strong understanding of Federal contracting standards.
• Familiarity with Performance Work Statements (PWSs) and contract implementation requirements.
• Experience in invoice management and contract reporting.
• Capability to supervise personnel and maintain precise personnel accountability records.
• Exceptional organizational, communication, and leadership abilities.
• Capacity to act as the Contractor's authorized representative and decision-maker.
• Ability to handle simultaneous staffing, reporting, compliance, and administrative tasks for personnel spread across various locations.
• Preferred: Experience managing OCONUS or deployed contractor staff and operations.
• Preferred: Familiarity with mobilization/demobilization and deployment management, including CRC, CAC, SPOT, security clearance, and personnel readiness processes.
• Preferred: Experience in managing Government contract staffing, recruitment, employee performance, and expedited personnel replacement efforts.
• Preferred: Coordination experience with Contracting Officers, CORs, and Government entities.
• Preferred: Experience supporting U.S. Department of Defense, Department of State, security assistance, or international advisory initiatives.
• Preferred: Development experience in integrated management, personnel accountability, compliance, and reporting systems.
