• Oversee and manage the daily implementation of contract obligations to ensure cost, schedule, and performance targets are achieved.
• Act as the main point of contact with the client regarding all aspects of contract execution.
• Collaborate with other departments to address contractual issues with the client.
• Work with Contracts Administration on matters related to contract requirements, modifications, or interpretations.
• Ensure that the execution of contract obligations complies with relevant regulations, company policies, and procedures (e.g., federal acquisition regulations).
• Guarantee timely submission of all Contract Deliverable (CDRL) documents in accordance with the governing instructions outlined in the Performance Work Statement.
• Provide leadership to the HPO program team.
• Foster communication and collaboration among team members and resolve conflicts.
• Create and implement corrective strategies for the program.
• Lead all meetings with Government Points of Contact (POCs) and subcontractors.
• Facilitate interface, communication, and coordination with internal and external stakeholders on matters related to existing contracts and bid proposals.
• Participate as a team member or leader in bid and proposal initiatives.
• Ensure compliance with the request for proposal requirements during the preparation of bids and proposals.
• Proactively seek new business opportunities in collaboration with Business Development / Capture.
• Represent management at program reviews and meetings.
• Prepare for and participate in contract/subcontract negotiations.
• Ensure adherence to all Government regulatory guidelines.
• Develop and execute plans and schedules for contract/subcontract fulfillment.
• Allocate and manage contract budgets for labor, materials, travel, and purchased services.
• Report program status to senior management on a weekly basis.
• Promote, communicate, reinforce, and advocate for the organization’s mission, values, and culture.
• Perform other related duties as assigned.
• Proven track record as a Program Manager, demonstrating success in delivering large, complex (multi-disciplinary) projects or a program of multiple projects within budget and on schedule.
• Strong leadership abilities with experience managing project teams of over 50 employees across various CONUS and OCONUS locations.
• Experience in identifying, mitigating, and managing project risks and challenges.
• Proficient in assisting with the development of project plans, responding to information requests, and preparing and presenting briefings on project status to program leadership.
• Skilled in creating, utilizing, and maintaining tools to monitor program, project, or task performance metrics, including cost, schedule, and performance data.
• Experience in supporting corporate business development efforts, including proposals.
• Familiarity with interfacing with senior Government officials.
• Excellent interpersonal and client-facing skills.
• Strong verbal and written communication abilities.
• Bachelor’s degree.
• Over 10 years of relevant experience as a program/project manager for Government contracts.
• Master’s degree (preferred).
• PMP, PgMP, PPM, MPM, or CPMP certification (preferred).
• SECRET clearance or higher is mandatory.
• Must be legally authorized to work in the United States without requiring employer sponsorship, now or in the future.
