Program Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Lead the implementation of a large-scale, multi-year federal technology support initiative with a substantial mission-critical focus.

• Act as the main point of contact for the Contracting Officer's Representative (COR) and Contracting Officer (KO).

• Organize program-level meetings, sprint reviews, and retrospectives among various development and scrum teams.

• Monitor the delivery schedule, track sprint velocity, and provide a rolling delivery forecast in line with Government requirements.

• Manage the program risk register and escalate any cross-team blocking risks to the Government.

• Ensure all contractual deliverables are submitted in accordance with requirements.

• Oversee sustainment and delivery across low-code and SaaS platforms, including Salesforce, Appian, ServiceNow, and Microsoft Power Platform, in addition to traditional enterprise technology stacks.

• Supervise team composition, onboarding, and personnel continuity throughout the program.

• Serve as the trusted advisor and primary contact for senior Government stakeholders.

• Initiate corrective action planning for any schedule, cost, or performance discrepancies.

• Mentor and develop program managers and project coordinators within the delivery organization.

• Assist in business development and growth initiatives, including capture planning, collaboration, and proposal support for follow-on and expansion opportunities within the account.

⛳️ Requirements

• Must be eligible to obtain and maintain a Department of Defense Common Access Card (CAC).

• Must successfully pass a fingerprint check and Tier 1 background investigation.

• A Bachelor's degree in business, management, information systems, or a related field is required.

• Over 10 years of program management experience with direct oversight of federal government IT contracts.

• A proven history of managing complex, multi-application technology programs with cross-functional teams.

• Demonstrated expertise in managing Agile software delivery (Scrum, Kanban, or Scrumban), including sprint planning, backlog management, and release management.

• Strong working knowledge of federal contract administration, deliverable management, and performance-based service contracts.

• Excellent leadership, negotiation, and executive communication skills.

• PMP (Project Management Professional) certification or equivalent experience.

• Preferred: A Master's degree in business administration, information systems, or a related field.

• Preferred: Previous experience supporting U.S. Coast Guard, DHS, or other federal mission-support IT programs.

• Preferred: Experience in overseeing sustainment or delivery on low-code and SaaS platforms such as Salesforce, Appian, ServiceNow, or Microsoft Power Platform.

• Preferred: PMI-ACP, Certified ScrumMaster (CSM), SAFe Agilist, or equivalent Agile certification.

• Preferred: Experience managing multi-vendor or multi-BPA-holder collaboration environments.
