This is a fully remote position, open to applicants in Maryland.
• Oversee and direct all facets of PGS's performance as per the contract, encompassing contract execution, workforce effectiveness, deliverables, cost management, scheduling, quality assurance, risk assessment, and client satisfaction.
• Act as the main liaison and the sole point of accountability for the Contracting Officer, COR, and appointed Government stakeholders.
• Provide comprehensive leadership, guidance, and integration of the contract workforce spanning IT Program Management, Budget & Acquisition, and Mission Support.
• Create and manage a consolidated deliverable calendar, ensuring the precise, complete, quality-checked, and timely submission of all deliverables.
• Oversee the management of contract costs, schedules, and performance, identifying discrepancies and proposing or implementing corrective measures.
• Develop, maintain, and supervise integrated program and project plans, schedules, work breakdown structures, milestones, cost estimates, budgets, resource plans, and all relevant documentation.
• Create and uphold a comprehensive contract management framework to monitor performance, deliverables, staffing, risks, issues, dependencies, Government actions, corrective measures, quality, and milestones.
• Lead the management of contract risks and issues, including mitigation strategies, resolution tracking, and escalation procedures.
• Supervise staffing and workforce continuity, addressing staffing levels, vacancies, replacements, labor qualifications, clearances, onboarding/offboarding, and workload distribution.
• Guide and oversee functional leads and contract personnel, setting priorities, balancing workloads, resolving dependencies, and clearly communicating responsibilities and expectations.
• Prepare, review, and/or authorize recurring and ad hoc reports, executive briefings, decision-making materials, status updates, and management information.
• Ensure the implementation of effective configuration, records, and document management practices.
• Facilitate Program Management Reviews and discussions regarding contract performance.
• Oversee the application and ongoing enhancement of program-management processes, methodologies, controls, templates, reporting systems, performance metrics, SOPs, and quality management practices.
• Guarantee quality and adherence to the contract performance as per the PWS, contract stipulations, Government standards, and PGS quality processes.
• Provide direct IT and program management support, which includes project planning and execution, governance, performance management, risk management, process enhancement, change management, cost and schedule oversight, and management documentation.
• A Master’s degree or at least five (5) years of experience in leading or supporting complex projects.
• A minimum of five (5) years of experience in project planning, scheduling, risk management, or performance reporting.
• Professional certifications (e.g., PMP, PgMP) are preferred but not mandatory.
• Experience in developing and maintaining project schedules, Work Breakdown Structures (WBS), Integrated Master Schedules (IMS), budgets, performance metrics, and executive-level reporting.
• Familiarity with project management methodologies, including Agile, Scrum, Waterfall, and hybrid approaches.
• Top Secret Clearance is mandatory.
• Primarily remote work arrangement.
• Occasional travel to support meetings or other program-related activities in Hanover, MD.
