Program Manager

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Supervise the implementation of maintenance and engineering contracts, ensuring compliance with contract specifications, timelines, and budgetary constraints.

• Create and execute detailed project plans, encompassing scope definition, resource distribution, risk evaluation, and mitigation strategies.

• Lead cross-functional teams, promoting a collaborative and efficient working atmosphere.

• Serve as the main point of contact with government officials, contractors, and stakeholders, ensuring effective communication and negotiation throughout the project lifecycle.

• Ensure all activities comply with federal, state, and local regulations governing construction and maintenance operations, while upholding safety and quality assurance protocols.

• Oversee and manage project budgets, ensuring financial accountability and delivering projects on schedule and within the designated resources.

• Offer technical direction in civil engineering operations and utilize engineering and project management software tools to enhance performance.

• Prepare and present comprehensive progress reports, performance metrics, and compliance documentation to relevant stakeholders.

• Maintain eligibility and adhere to requirements for access to sensitive and restricted areas.

⛳️ Requirements

• Bachelor's degree in Civil Engineering, Construction Management, or a related discipline.

• At least 10 years of progressive experience in civil engineering operations, including 5+ years in a managerial or supervisory role.

• Preferred certifications: Professional Engineer (PE), Project Management Professional (PMP).

• Extensive knowledge of federal, state, and local regulations pertaining to construction and maintenance activities.

• Demonstrated experience in project planning, resource allocation, and budget oversight.

• Strong leadership abilities with a talent for managing and inspiring multidisciplinary teams.

• Excellent communication and negotiation skills, with experience working with government officials and contractors.

• Proficiency in project management and engineering software applications.

• Dedication to safety, quality assurance, and operational excellence.

• Familiarity with military protocols and operational requirements (preferred).

• Capability to obtain and maintain a security clearance.
