This is a fully remote position, open to applicants in United States.
• Oversee daily operations of the DoW Mentor-Protégé Program, ensuring the successful achievement of program goals, milestones, and deliverables.
• Create, maintain, and oversee the master program schedule, work breakdown structure (WBS), and governance activities for the program.
• Ensure adherence to all relevant Mentor-Protégé Program requirements, reporting duties, documentation standards, and readiness for audits.
• Prepare and coordinate necessary program reports, including semi-annual progress updates to DoW OSBP; manage DoW annual performance review packages, executive briefings, and performance documentation for government stakeholders.
• Keep precise program documentation, track costs, secure approvals, and maintain supporting records in compliance with federal regulations.
• Monitor subcontractor involvement, burn rates, quality of documentation, and overall program performance to ensure alignment with contractual goals.
• Act as the main point of contact between TJFACT, the protégé organization, government representatives, and external stakeholders throughout program execution.
• Convert program achievements such as certifications, technology transfers, training initiatives, and operational enhancements into proposal-ready materials, capability statements, and competitive business development resources.
• Assist in the establishment of business development frameworks, including CRM implementation, opportunity tracking, pipeline management, capture planning, and proposal readiness.
• Identify, assess, monitor, and gather intelligence through research and professional networks to position TJFACT and the Protégé firm for business opportunities.
• Collaborate with internal capture and proposal teams to prepare both TJFACT and the protégé organization for upcoming contract opportunities with the DoW.
• Coordinate the creation of customer engagement materials, capability presentations, conference participation, and strategic marketing initiatives to foster program growth.
• Investigate emerging federal priorities, market trends, and acquisition opportunities to enhance competitive positioning and long-term business strategies.
• Develop and nurture collaborative relationships across executive leadership, government clients, subcontractors, and partner organizations.
• Manage technical mentorship activities while ensuring that program deliverables meet both compliance requirements and strategic business objectives.
• Facilitate communication among cross-functional teams to maintain aligned priorities and keep stakeholders informed.
• Provide leadership with consistent program updates, risk evaluations, and strategic recommendations to support informed decision-making.
• Promote a culture of collaboration, innovation, continuous improvement, and operational excellence within the program team.
• Bachelor's degree in Business Administration, Program Management, Government Contracting, Computer Science, or a related field, or a comparable combination of education and experience.
• At least ten (10) years of progressive experience in federal program management, business development, capture management, or government contracting.
• Proven experience in managing complex federal programs involving multiple stakeholders, subcontractors, and executive leadership.
• Experience in supporting federal compliance, reporting requirements, contract documentation, and audit readiness.
• Familiarity with the federal small business ecosystem, including Mentor-Protégé Programs, SBA initiatives, and government contracting procedures.
• Knowledge of DFARS, FAR, and relevant federal acquisition regulations.
• Understanding of federal cybersecurity and compliance frameworks, including CMMC and NIST SP 800-171.
• Outstanding written and verbal communication skills, with a proven track record of preparing executive reports, customer presentations, and proposal materials.
• Strong organizational, analytical, and project management capabilities, with the ability to juggle multiple priorities simultaneously.
