Principal Analyst – Technical Project

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee, mentor, and assist Senior Analysts in the technical evaluation of reimbursement applications, proposed initiatives, and accompanying documentation.

• Conduct hands-on technical assessments of intricate proposed reimbursement projects to evaluate feasibility, practicality, readiness for implementation, risk profile, and alignment with defined objectives.

• Lead the examination of funding requests to ensure they comply with relevant EPR laws, regulations, program plan requirements, covered-cost criteria, and CAA reimbursement policies.

• Evaluate whether proposed projects further CAA’s strategic goals, which include regulatory compliance, enhanced recycling outcomes, operational efficiency, equitable service delivery, system modernization, and measurable program value.

• Analyze complex reimbursement applications and related materials to ascertain if the proposed project is adequately defined for technical evaluation and reimbursement consideration.

• Evaluate reimbursement applications to determine if the requested funding is technically justified, sufficiently documented, and linked to eligible program outcomes.

• Collaborate effectively across internal teams—including Legal, Data & Analytics, Materials, Finance, Planning, Compliance & Regulatory Affairs, and state teams—to gather necessary inputs for technical, regulatory, operational, and financial reviews.

⛳️ Requirements

• A Bachelor’s degree is required in engineering, environmental science, environmental studies, public administration, economics, data analytics, project management, or a related discipline.

• An MBA, CPA, or Master’s degree in engineering, environmental science, environmental studies, public administration, economics, data analytics, project management, or a related field is highly preferred.

• A minimum of 13 years of pertinent professional experience in technical project reviews, infrastructure or operations assessments, recycling or solid waste programs, regulated funding programs, reimbursement evaluations, project analysis, analyst supervision, process development, or similar areas.

• Experience in assessing complex project scopes, costs, feasibility, regulatory compliance, implementation strategies, technical documentation, and analyst deliverables is preferred.

• Familiarity with EPR programs, recycling systems, municipal operations, public-sector funding programs, regulated initiatives, or application-based reimbursement processes is preferred.
