Principal Analyst – Technical Project

This is a fully remote position, open to applicants in United States.

📋 Description

• Direct, mentor, and assist Senior Analysts in conducting technical evaluations of reimbursement applications, proposed initiatives, and relevant documentation.

• Oversee thorough technical assessments of intricate proposed reimbursement projects to evaluate their feasibility, practicality, readiness for implementation, risk profile, and alignment with established objectives.

• Supervise the examination of funding requests to ensure they comply with applicable Extended Producer Responsibility (EPR) laws, regulations, program plan requirements, covered-cost criteria, and CAA reimbursement policies.

• Evaluate whether proposed initiatives further CAA’s strategic goals, which include regulatory compliance, enhanced recycling outcomes, operational efficiency, equitable service delivery, system modernization, and demonstrable program value.

• Analyze complex reimbursement applications and accompanying materials to ascertain if the proposed project is adequately defined for technical evaluation and reimbursement consideration.

• Review reimbursement applications to determine if the requested funding is technically justified, well-documented, and linked to eligible program outcomes.

• Collaborate effectively across internal teams, including Legal, Data & Analytics, Materials, Finance, Planning, Compliance & Regulatory Affairs, as well as state teams, to gather necessary inputs for technical, regulatory, operational, and financial reviews.

⛳️ Requirements

• A bachelor’s degree in engineering, environmental science, environmental studies, public administration, economics, data analytics, project management, or a related field is required.

• An MBA, CPA, or a master's degree in engineering, environmental science, environmental studies, public administration, economics, data analytics, project management, or a related field is highly preferred.

• A minimum of 13 years of relevant professional experience in technical project reviews, infrastructure or operations assessments, recycling or solid waste programs, regulated funding programs, reimbursement evaluations, project analysis, analyst supervision, process development, or similar areas is required.

• Preferred experience includes evaluating complex project scopes, costs, feasibility, regulatory compliance, implementation plans, technical documentation, and analyst deliverables.

• Preferred experience with EPR programs, recycling systems, municipal operations, public-sector funding programs, regulated initiatives, or application-based reimbursement processes.
