Part-Time Program Manager – Funded Programs

This is a fully remote position, open to applicants in Canada.

📋 Description

• Oversee the complete lifecycle and successful execution of funded training initiatives and cross-functional projects.

• Direct program planning, implementation, and project teams.

• Coordinate efforts among internal teams, external partners, contractors, and vendors.

• Ensure timely delivery of programs while adhering to budget constraints, scope, and compliance with funding agreements.

• Create and maintain comprehensive program and project plans, timelines, milestones, deliverables, resource requirements, and implementation strategies.

• Plan and manage resource allocation across various program locations and activities.

• Track progress, KPIs, participant targets, outcomes, deliverables, expenditures, risks, and issues.

• Implement corrective measures and manage modifications to scope, schedules, and deliverables.

• Maintain precise program documentation, records, tracking systems, and materials that are ready for audit.

• Support operational processes, tools, workflows, continuous improvement, and program evaluation.

• Collaborate with Education, Development, Facilities, Marketing, Business Development, Finance, and other internal teams.

• Manage relationships with clients and stakeholders, leading communications, meetings, conferences, and stakeholder engagement.

• Serve as a liaison with regulatory authorities and funding stakeholders when necessary.

• Prepare and submit reports on progress, performance, status, financials, and funding.

• Coordinate expense tracking, budget reconciliation, and financial forecasting in collaboration with Finance.

• Identify and mitigate risks, escalate critical issues, and ensure adherence to organizational policies and funding requirements.

• Supervise dedicated contract program support staff and provide direct management when needed.

• Carry out additional duties as assigned.


⛳️ Requirements

• Post-secondary education.

• A minimum of 5 years of progressive experience in project/program management.

• At least 3 years of experience specifically in project or program management.

• Project management certification (PMP) or an equivalent credential.

• Strong understanding of project management principles, methodologies, and best practices.

• Proven experience in planning, coordinating teams, and successfully delivering initiatives on schedule, within scope, and budget.

• Experience managing multiple projects or operational programs concurrently.

• Solid financial and budgeting expertise, including monitoring expenditures and overseeing project budgets.

• Exceptional organizational and time management skills, capable of prioritizing, multitasking, and meeting tight deadlines.

• Excellent written and verbal communication abilities, particularly in interactions with senior leadership and government representatives.

• Strong skills in issue management and problem-solving.

• Ability to work independently with minimal supervision while collaborating effectively with cross-functional teams.

• University degree is strongly preferred.

• Experience in not-for-profit organizations or workforce development programs is an asset.

• Background in welding, construction, engineering, or related fields is considered beneficial.

• Experience in developing strategic plans and launching new programs, operational processes, tools, or frameworks is advantageous.

• Ability to arrange necessary travel documentation such as visas and passports.

• Occasional travel within and outside of Canada may be required.
