• Take ownership of the engineering scope for complex multi-site OSP builds (fiber & copper; aerial/underground; pole, direct-buried, and conduit).
• Create and finalize (where applicable) engineering plans, splicing diagrams, loss budgets, BOMs, and construction work prints.
• Conduct advanced loop-loss analysis and electronics sizing; plan field-mounted switch serving areas and network segmentation.
• Lead constructability reviews, value engineering initiatives, and route optimization; address clearance, capacity, and alignment issues.
• Manage and execute field surveys: pole, conduit, and buried-facility measurements; ensure NESC clearances and identify make-ready requirements.
• Guarantee adherence to NESC, client specifications, and Pearce standards; carry out feasibility and economic analyses.
• Generate redlines/as-builts; drive corrective actions based on field QA findings to resolution.
• Supervise the preparation of comprehensive permit packages (municipal/county/state) and coordinate ROW/easement approvals.
• Lead joint-use engineering efforts (pole attachments, loading, and make-ready); collaborate with IOU/co-op/municipal utilities.
• Engage with agencies and utilities to resolve conflicts, expedite approvals, and mitigate risks in schedules.
• Develop job budgets and forecasts; monitor actuals, changes, and variance drivers; recommend cost/schedule mitigations.
• Define project KPIs (cycle time, rework rate, punch-list aging) and implement continuous improvement actions.
• Conduct regular site inspections and formal QA/QC assessments from design release to project closeout.
• Maintain authoritative records (designs, permits, ROW, accounting/property records, as-builts).
• Prepare executive-ready reports/status dashboards; ensure internal/client systems remain updated.
• Collaborate with PMs, construction, permitting, and vendors to synchronize milestones and dependencies; lead technical discussions.
• Offer technical guidance and mentorship to OSP Engineers I/II, designers, and permitting staff.
• Extensive OSP Engineering experience: Demonstrated leadership in delivering complex, multi-discipline OSP projects (design → permit → construction readiness → closeout).
• Mastery in Design: Expert in work order engineering (including road moves), loss budgets, splicing plans, constructability assessments, and value engineering.
• Field & Standards Knowledge: Hands-on field measurement experience; profound familiarity with NESC and client/industry OSP standards.
• Permitting/ROW/Joint Use Expertise: Proven track record in obtaining permits and ROW/easements; leading coordination for pole attachment, loading, and make-ready.
• Financial & QA Discipline: Proficient in building and tracking job budgets while performing structured QA/QC and site inspections.
• Tools & Systems Proficiency: Skilled with PC applications and record/CAD systems; adept with measuring wheel, height stick, pull finder, and laptop in field settings.
