This is a fully remote position, open to applicants in Canada.
• Document the current-state organization concerning tax, individual inquiries, and business inquiries.
• Map out organizational units, roles, reporting structures, and the capacity involved in knowledge creation and maintenance.
• Identify the individuals responsible for content work and the amount of time it requires.
• Evaluate the discrepancies between the current-state organization and the envisioned knowledge management operating model.
• Recognize capability gaps, capacity deficiencies, ambiguous or disputed ownership, single points of failure, and informal content work.
• Develop a named-role Organizational RACI Matrix encompassing the entire content lifecycle.
• Define the target knowledge management operating model and assess central, federated, and hybrid alternatives.
• Create role profiles and resourcing needs for knowledge management and AI-era positions.
• Compose position descriptions, competency frameworks, effort estimates, and classification guidelines.
• Design the transition and change strategy, which includes staffing, training, communication, and risk considerations.
• Coordinate the governance workstream with the organizational model by engaging directly with the Senior Business Consultant.
• Over 8 years of experience in organizational design, operating model design, workforce planning, or organizational effectiveness consulting.
• Proven track record of producing an organizational design deliverable set that was successfully implemented by a client, including RACI matrices, target operating models, role profiles, and transition plans.
• Experience in designing operating models for functions that span multiple business units, especially where ownership is shared or contested.
• Strong stakeholder engagement skills at the director and executive levels.
• Ability to work efficiently in a part-time, focused engagement while collaborating with a broader consulting team.
• Must be eligible to obtain and hold a Government of Canada security clearance.
• Previous experience in designing the operating model for a knowledge management, content, or digital service function is a plus.
• Experience with contact center or shared services operating models, particularly where AI or automation has transformed agent work and the associated roles.
• Possession of a formal change management credential (Prosci, CCMP) or an organizational development qualification is preferred.
• Bilingualism in English and French is considered an asset.
