This is a fully remote position, open to applicants in Texas.

📋 Description

• Assist the Texas Workforce Commission with the implementation of the NASWA SIDES exchange project.

• Engage in advanced automated systems development as part of a project team working on the four standardized NASWA SIDES exchanges: Additional Fact-Finding, Determinations, Monetary Charges, and Benefit Charges.

• Provide support throughout all phases of the system development life cycle, which includes requirements analysis, coding, testing, and troubleshooting for both internal and external clients.

• Create and test COBOL, Natural, and JCL applications to fulfill design specifications.

• Document existing processes, develop and review modifications to project specifications, and generate test cases for both new and updated programs.

• Analyze, document, design, and develop logical, structured programs and systems tailored to customer needs that may be maintained by others.

• Conduct application testing in line with agency standards.

• Ensure compliance with documentation standards, procedural protocols, and organizational goals and objectives.

• Integrate incoming and outgoing NASWA SIDES exchange data streams into the existing core legacy processing architecture, which includes modifying runtime routines, user interface screens, database tables, and batch processing jobs.

• Execute a distinct analysis phase for each of the four SIDES Exchanges due to the differences in data formats, triggers, and validation rules across various functional areas.


⛳️ Requirements

• 8 years of extensive experience in writing, testing, and debugging COBOL, Natural, and JCL applications within a large-scale mainframe environment.

• 8 years of practical experience in analyzing, modifying, and optimizing DB2 tables, schemas, and relational databases to incorporate new data structures into existing systems.

• 8 years of expertise in scripting and batch processing in both legacy and contemporary technologies for modifying online user screens (CICS/Map environments), runtime routines, and complex background batch processing jobs.

• 8 years of familiarity with Web API development, including SOAP, REST, XML, and JSON, with specific experience in mapping and parsing external web-service data streams into legacy mainframe backend processing.

• 8 years of experience in implementing secure user authentication and authorization protocols using enterprise frameworks such as LDAP, SAML, or OIDC.

• 8 years of experience in analyzing existing legacy routines and batch processing workflows to incorporate new functional elements and adjust underlying DB2 database tables.

• 8 years of knowledge regarding Software Development Life Cycle (SDLC) principles, practices, and techniques in application programming and software design.

• 8 years of capability in accurately testing software applications using a data-driven development approach.

• 8 years of proficiency in problem-solving, scheduling, testing, installing, implementing programs, and troubleshooting computer software systems.

• 8 years of expertise in assessing undocumented or highly customized legacy code routines to conduct precise gap analysis and impact mapping.

• 2 years of prior experience specifically in implementing or maintaining NASWA SIDES (State Information Data Exchange System) exchanges and their technical specifications.

• 3 years of in-depth knowledge of UI program workflows, particularly concerning Additional Fact-Finding (ADF), Determinations and Decisions (DD), Monetary/Potential Charges (MPC), and Benefit Charges (BC).

• 2 years of experience utilizing SDLC tools such as Visio and ALM Octane.

• 3 years of experience managing and securing sensitive Personally Identifiable Information (PII) within a state or federal agency framework.

• 3 years of experience in automating identity management services, including user authentication and authorization, using an authentication framework such as Azure, Okta, LDAP, or Entra.
