This is a fully remote position, open to applicants in Spain.
• Assist in the execution of efficient and compliant procurement operations throughout MSF OCBA missions.
• Formulate and implement procurement strategies at the mission level that align with operational priorities and MSF's objectives.
• Support comprehensive procurement processes, encompassing planning, market analysis, supplier selection, tendering, contracting, purchasing, follow-up, transport, and importation coordination.
• Enhance mission procurement capabilities through coaching, mentoring, briefings, debriefings, and on-the-job training during field visits.
• Disseminate, apply, and adapt procurement procedures, tools, and best practices to suit specific contexts.
• Monitor and evaluate procurement performance utilizing KPIs, reporting, and data analysis.
• Contribute to knowledge management, transversal projects, and initiatives aimed at improving procurement practices.
• Facilitate the coordination and sharing of procurement activities and resources between missions and sections.
• Develop, draft, and revise procurement procedures, guidelines, and training materials.
• Conduct regular field visits and engage in transversal and intersectional procurement initiatives.
• A degree in Supply Chain Management, Procurement, Logistics, or a related field, or equivalent professional experience in international procurement or supply chain management.
• A minimum of 3 years of international experience in supply chain or procurement management within humanitarian programs or international organizations.
• Previous field experience with Médecins Sans Frontières (MSF) is mandatory.
• Experience in emergency and/or insecure environments is considered advantageous.
• Experience in project management and/or change management is viewed as a plus.
• Proficiency in English and French, both written and spoken, is essential.
• Knowledge of Spanish and/or Arabic is regarded as an asset.
• Strong expertise in humanitarian procurement and supply chain management, which includes sourcing, supplier selection, contract management, performance monitoring, and compliance.
• Familiarity with procurement systems, digital tools, reporting frameworks, and KPIs.
• Advanced skills in Microsoft Office, especially Excel.
• Capability to lead, mentor, and support teams in multicultural, remote, and/or security-sensitive environments.
• Excellent analytical, communication, and problem-solving abilities.
• Willingness to travel frequently to missions, with a commitment of at least 50% of the time.
• Authorized to reside and work in Spain for the purpose of the Spain-specific salary arrangement.
