This is a fully remote position, open to applicants in California, +2 more states.
• Carry out research on open-source policies, review documents, and analyze data for local hazard mitigation planning and the development of grant applications.
• Plan and oversee resilience and hazard mitigation grants in alignment with policy requirements, guidelines, and best practices.
• Assist technical leads in formulating strategies for hazard mitigation, long-term recovery, and resilience.
• Create grant funding roadmaps to facilitate project execution.
• Compose grant applications, funding strategies, checklists, reports, dashboards, and various client project tools.
• Prepare agendas and presentations for clients and other contractors.
• Contribute to business development through proposal writing, white papers, opinion pieces, and marketing initiatives.
• Oversee the daily execution of assigned tasks and maintain direct communication with clients.
• Collaborate with colleagues, clients, and other contractors to ensure the delivery of high-quality products and services.
• A Bachelor's degree in Planning, Public and/or Environmental Health, Policy, Economics, or a related field.
• Over 2 years of experience in research, data analysis, and the development of products such as state and/or local policy reviews, resilience or mitigation planning documents, standard operating procedures, and grant applications.
• More than 2 years of experience in writing and managing federal resilience or mitigation grants.
• Must be able and willing to travel by flight and vehicle as needed for program purposes.
• A valid U.S. Driver’s License is required, along with the successful completion of a Motor Vehicle Records (MVR) check.
• Preferred experience with EPA State Revolving Fund (DWSRF/CWSRF), FEMA Hazard Mitigation Assistance (HMGP, FMA, BRIC), or HUD CDBG-DR and/or MIT programs, including the FEMA BCA Toolkit.
• Grant writing and management experience for complex infrastructure projects or housing programs is preferred.
• Experience in managing client and project manager expectations and coordinating with federal and state funding agencies is preferred.
• Preferred experience with Geographic Information Systems (GIS) and FEMA’s Hazus Program.
• ASFPM Certified Floodplain Manager (CFM) certification is preferred.
• Strong time management and prioritization skills.
• Experience working directly with clients and senior project leads to clarify expectations and conduct interim reviews.
• Intermediate proficiency in the MS Office Suite (Word, Excel, Outlook, PowerPoint).
• Ability to create complex, client-ready documents, analytical tools, executive presentations, reporting dashboards, and workflow solutions.
