This is a fully remote position, open to applicants in Minnesota.
• Oversee the proposal workplan to guarantee complete alignment with project requirements, deliverables, and compliance standards.
• Evaluate RFPs, attachments, and amendments to identify and capture all direct, derived, and implied requirements.
• Lead the comprehensive proposal development process through to final submission, ensuring quality, alignment, and timely delivery.
• Organize, schedule, and facilitate color team reviews to enhance quality, alignment, and overall readiness of the proposal.
• Engage cross-functional stakeholders and senior leaders to foster alignment, address issues, and obtain timely decisions throughout the proposal lifecycle.
• Set standards, define processes, and provide team members with the necessary guidance and training to effectively perform their roles.
• Create and enforce proposal timelines and schedules, ensuring disciplined execution and strict adherence to deadlines.
• Customize proposal calendars and processes for each RFP while maintaining process integrity and proactively addressing stakeholder needs and potential risks.
• Convert complex procurement requirements into clear priorities and expectations for cross-functional teams and proposal contributors.
• Manage multiple concurrent activities and stakeholders in a highly matrixed environment, sustaining momentum across competing priorities and tight timelines.
• 8+ years of experience in leading Medicaid managed care or healthcare proposal initiatives.
• 5+ years of experience in managing complex projects and ensuring the accurate completion of all requirements.
• Extensive knowledge of Medicaid subcontractor and diverse supplier requirements.
• Exceptional written and verbal communication skills.
• Proven ability to work independently and produce high-quality results that satisfy both internal and external customer expectations under tight deadlines.
• Strong collaboration skills with the ability to work effectively across cross-functional teams.
• Proven ability to influence in a matrixed environment without direct authority.
• Strong judgment and ability to distill complex requirements into clear priorities, action plans, and stakeholder decisions.
• Capacity to adapt to rapidly changing priorities and develop innovative, effective solutions.
• Willingness to work evenings and weekends as needed by proposal schedules.
• Proficient in Microsoft Word, Excel, PowerPoint, and SharePoint.
