MEAL Consultant, ACT Project

This is a fully remote position, open to applicants in Indonesia.

📋 Description

• The consulting team, in collaboration with Oxfam and its partners, will spearhead the development of a comprehensive methodology tailored to address the primary evaluation questions and assess sustainability levels.

• Examine existing documentation related to both ongoing and previous projects and evaluations.

• Engage with communities, local NGOs, and local authorities to define sustainability and local leadership within those specific contexts, facilitating the design of the evaluation methodology aimed at assessing the sustainability of Oxfam’s DRR interventions and validating the proposed sustainability domains outlined in this ToR.

• Execute culturally sensitive data collection efforts in Bangladesh, Nepal, Indonesia, and the Philippines as necessary.

• Produce a single evaluation report that addresses the key evaluation questions and offers credible findings and evidence.

• Disseminate lessons learned to a variety of stakeholders (including Oxfam, partners, government agencies, and community DRR groups) and create an uptake plan for each country to guide Oxfam and its partners on subsequent actions, while also planning to share key insights with diverse audiences.

⛳️ Requirements

• Possess a minimum of 7 years of experience in monitoring and evaluation (M&E), specifically in managing multi-country evaluation projects related to Disaster Risk Reduction, Humanitarian efforts, Disaster Preparedness and Response, Resilience, Food Security, and other pertinent fields.

• Have experience conducting studies, evaluations, or surveys aimed at enhancing understanding and measurement of disaster preparedness or humanitarian actions.

• Demonstrate extensive knowledge of and proficiency in utilizing various M&E approaches and methods, effectively integrating qualitative and quantitative techniques to accurately address evaluation inquiries.

• Capable of leading and supporting the entire evaluation team.

• Experienced in assembling a team of local evaluators/consultants within the region to collaborate on a multi-country program evaluation, while providing remote guidance and advice in the most effective manner.
