This is a fully remote position, open to applicants in Maryland.
• Take ownership of R3's talent acquisition strategy, ensuring alignment of hiring plans with organizational priorities, growth objectives, business development initiatives, and federal/client staffing requirements.
• Act as the primary leader of the talent acquisition function, establishing recruiting priorities, service standards, expectations for the hiring process, and accountability measures.
• Collaborate with executives and hiring managers to prioritize job requisitions, define candidate profiles, set timelines, and ensure follow-through.
• Leverage market data and internal hiring trends to identify talent shortages and create proactive pipelines for critical and challenging IT roles.
• Develop scalable recruiting processes, templates, interview frameworks, reporting routines, and tools for hiring managers.
• Evaluate recruiting performance metrics and suggest enhancements.
• Oversee and optimize R3's applicant tracking system (ATS) and recruiting technology stack.
• Manage relationships with recruiting vendors, staffing partners, job boards, and external sourcing resources.
• Lead intake meetings and full-cycle technical recruiting, including sourcing, screening, interviews, candidate engagement, offer management, and finalization.
• Organize interview loops, collect feedback, maintain process momentum, and ensure a professional experience for candidates.
• Build and nurture an active talent network and maintain a candidate database.
• Keep accurate candidate records and track recruiting activities in the ATS.
• Collaborate with federal business and contracts leadership on proposals, task orders, and staffing requirements for contracts.
• Create qualified candidate pipelines for federal opportunities, including those with necessary certifications, clearances, or eligibility for clearance.
• Source, screen, and submit candidate slates and resumes for federal proposals, recompetes, and task orders.
• Monitor federal candidate pipelines and track submission statuses.
• Ensure compliance with federal contracting and staffing requirements.
• Partner with Marketing to enhance employer branding and recruitment marketing efforts.
• Represent R3 at job fairs, conferences, and recruitment events.
• Work with HR to provide a smooth onboarding experience.
• 7-10+ years of progressive experience in talent acquisition or technical recruiting, preferably within IT managed services, technology, consulting, or government contracting sectors.
• Proven success in managing full-lifecycle recruiting for technical and hard-to-fill positions.
• Experience in developing or refining recruiting processes, reporting, tools for hiring managers, intake practices, interview workflows, and standards for candidate tracking.
• Strong comprehension of IT roles, technical skill sets, certifications, and talent markets across infrastructure, cloud, cybersecurity, service desk, engineering, and project management.
• Capability to partner with executives, hiring managers, and cross-functional stakeholders to clarify hiring needs and facilitate timely decision-making.
• Proficient in using recruiting data and metrics to evaluate pipeline health, time-to-fill, source effectiveness, aging requisitions, and trends in offer acceptance.
• Experience in supporting federal government contract staffing, proposal recruiting, task order staffing, cleared roles, or compliance-focused hiring is highly preferred.
• Familiarity with security clearance levels, OFCCP requirements, EEO practices, and compliant recruiting documentation is preferred.
• Previous experience managing recruiting vendors, staffing partners, sourcing tools, or external recruiting resources is preferred.
• HR certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR is a plus.
• Strong technical sourcing capabilities, including Boolean search, LinkedIn Recruiter, resume databases, referrals, networking, and direct outreach.
• Ability to build proactive pipelines for difficult-to-fill IT, technical, cleared, and client-facing roles.
• Solid business acumen and understanding of hiring priorities, workforce needs, revenue impact, and client or contract staffing requirements.
• Outstanding communication and influencing abilities.
• Strong candidate engagement and closing capabilities.
• Data-driven approach to identifying bottlenecks, enhancing process performance, and reporting progress.
• Highly organized and detail-oriented; capable of managing multiple requisitions and adapting to shifting priorities.
• Proficient in ATS, HRIS, sourcing platforms, and reporting skills, with an emphasis on accurate data and compliant documentation.
• Bachelor's degree in human resources, Business, or a related field is preferred; equivalent experience will be considered.
• Base salary ranging from $90,000 to $115,000 annually.
