This is a fully remote position, open to applicants in California.
• Develop and oversee the statewide ECC-Rater network by engaging qualified rater firms in key California metropolitan areas.
• Establish commercial agreements, service level agreements (SLAs), capacity commitments, and criteria for offboarding.
• Manage PermitFlow’s interactions with California ECC Provider registries, including CHEERS and the Golden State Registry.
• Create and implement the quality assurance program that encompasses credential verification, E&O insurance assessments, pass-rate monitoring, SLA audits, and performance scorecards.
• Employ or hire 1–2 certified ECC-Raters to uphold technical and quality assurance standards.
• Participate in enterprise sales discussions as the technical expert on HERS/ECC capabilities and high-volume execution.
• Track California’s transition from HERS to ECC, Title 20 rulemaking, and associated operational impacts.
• Analyze strategic alternatives, including potential acquisition opportunities.
• Proven experience managing a HERS/ECC operation, encompassing permit processes, HERS/ECC workflows, and rebate procedures.
• Demonstrated ability to own network, workflow, and operational outcomes rather than functioning solely as a field technician.
• In-depth understanding of pass rates, SLA performance metrics, and rater economics.
• Established connections within the California rater market, specifically in Sacramento, the Bay Area, Los Angeles, and San Diego.
• Experience in developing or managing multi-vendor, multi-metro inspector or rater networks.
• Proficiency in vetting, contracting, and offboarding partners.
• Background in creating operational playbooks, quality assurance standards, and vendor contracts.
• Technical credibility in discussing HERS/ECC testing workflows, rater capacity, and compliant inspections with enterprise HVAC clients.
