This is a fully remote position, open to applicants in United States.
• Collaborate with program and engineering leadership to establish technical direction and facilitate successful program delivery.
• Articulate program scope, timeline, budget, and contractual delivery priorities to engineering teams.
• Offer technical leadership across one or multiple engineering teams.
• Steer technical decisions related to Java, Spring, APIs, microservices, and contemporary software architecture.
• Mentor, coach, and foster the development of engineers.
• Oversee employee performance, feedback, reviews, development planning, hiring, onboarding, timecard assessments, and PTO management.
• Enhance engineering processes, quality, collaboration, and delivery outcomes.
• Work alongside Product, Design, Program Management, customers, and stakeholders to assess technical solutions and convey trade-offs, risks, and dependencies.
• Convert technical challenges, architectural decisions, and engineering roadmaps for both technical and non-technical audiences.
• Develop and present technical documentation, system designs, architectural decisions, program updates, delivery risks, and engineering priorities.
• Represent engineering in conversations with leadership, customers, and stakeholders.
• Engage in technical demonstrations, strategic planning, technical discussions, proposal creation, solution development, bid-writing, candidate interviews, and technical assessment evaluations.
• Bachelor's degree accompanied by 9+ years of pertinent software engineering experience.
• Relevant professional experience may replace educational requirements.
• Strong technical expertise in Java, Spring, APIs, and microservices architecture.
• Proven experience leading technical teams, providing technical guidance, and managing software delivery.
• Minimum of 2 years of experience in mentoring, coaching, or developing engineers.
• Experience in leading and coordinating engineering efforts to meet delivery goals.
• Comprehensive experience across the software development lifecycle, including design, development, testing, deployment, and ongoing support.
• Direct experience working with customers, clients, or program stakeholders.
• Excellent written and verbal communication skills suitable for both technical and non-technical audiences.
• Capability to balance technical priorities with program and delivery requirements.
• Must possess legal authorization to work in the United States without sponsorship, now or in the future.
• Must be able to successfully obtain and maintain a Public Trust security clearance.
• Preferred: experience in federal government programs or government contracting.
• Preferred: familiarity with federal contracting requirements, regulations, and delivery expectations.
• Preferred: experience in leading digital-service delivery or legacy modernization initiatives.
• Preferred: experience working in cross-functional teams with Engineering, Product, Design, and Program Management.
• Preferred: involvement in technical proposals, solution development, bid preparation, or client presentations.
• Preferred: experience in technical planning and decision-making within defined scope, schedule, cost, and contractual requirements.
