• The Informatics Policy Analyst utilizes process modeling, policy analysis, and organizational evaluation techniques to enhance decision-making in healthcare information management, support policy development, and assess program effectiveness.
• This position involves gathering and analyzing current policies, pinpointing gaps and obstacles to standardization, and constructing frameworks for program evaluation and implementation.
• The analyst aids management in operating more efficiently and effectively through the application of organizational studies, workflow design, and policy research within a federal health IT contracting context.
• Develop and implement process modeling methods and analytical frameworks to uncover emergent effects and interpret intricate health informatics policy environments.
• Gather, compile, and analyze existing federal, agency, and program-level policies to facilitate the creation of business requirements, services, or technological solutions.
• Perform gap analyses of current policies to identify unmet operational needs or barriers to standardization across health IT programs.
• Create workstreams, frameworks, and evaluation tools for program review, policy implementation, and operational improvement initiatives.
• Conduct organizational studies and evaluations to evaluate program effectiveness, highlight inefficiencies, and propose enhancements.
• Design systems and procedures aimed at streamlining operations and boosting compliance with relevant policies and standards.
• Execute work simplification and measurement studies to evaluate performance and operational efficiency.
• Prepare detailed operations and procedures manuals to assist management in achieving greater efficiency and effectiveness.
• Develop narrative, graphic, and oral status reports that communicate findings from policy analysis and program recommendations.
• Collaborate with program leadership, subject matter experts, and government clients to formulate and refine policy positions and implementation strategies.
• Bachelor's Degree in Public Policy, Health Policy, Health Informatics, Business Administration, Public Administration, or a related discipline.
• At least 5 years of experience in policy analysis, organizational management analysis, or a similar field supporting healthcare or health IT programs.
• Expertise in process modeling and workflow documentation techniques (e.g., BPMN, flowcharting, swimlane diagrams).
• Experience in conducting policy gap analyses and translating findings into actionable recommendations and implementation strategies.
• Strong qualitative and quantitative analytical abilities; adept at evaluating complex information and synthesizing findings into clear policy guidance.
• Knowledge of the federal health IT policy landscape.
• Experience in developing program evaluation frameworks, logic models, and performance measurement tools.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Visio) for documentation, reporting, and presentations.
• Exceptional written and verbal communication skills; experience in preparing executive-level briefings, policy memos, and formal reports.
