This is a fully remote position, open to applicants in United States.
• Manage and oversee assigned IDIQ contracts and task orders comprehensively.
• Act as the main program liaison for government clients, contracting officials, program stakeholders, and partnership teams.
• Oversee task order scope, staffing, timelines, budgets, deliverables, risks, dependencies, and performance expectations.
• Evaluate statements of work, proposals, task order specifications, and contract amendments to assess delivery requirements and potential risks.
• Collaborate on task order submissions with business development, capture teams, pricing, contracts, recruiting, and technical leadership.
• Create and uphold program plans, staffing plans, transition strategies, risk registers, quality controls, and reporting protocols.
• Track funding, revenue, labor utilization, burn rates, subcontractor expenses, invoicing, and overall program profitability.
• Conduct program reviews and provide insights on performance, staffing, financial condition, risks, corrective measures, and future requirements.
• Supervise subcontractor performance, workshare obligations, deliverables, invoicing coordination, and adherence to teaming agreements.
• Identify opportunities to enhance contract performance, broaden customer support, and seek additional task orders under assigned vehicles.
• A bachelor's degree in business, management, finance, information technology, engineering, or a related discipline.
• A minimum of eight years of experience in managing federal contracts, programs, projects, or task orders.
• Direct experience with managing IDIQ, GWAC, BPA, or other multiple-award contract types.
• Proven experience overseeing multiple concurrent task orders with distinct budgets, schedules, staffing needs, and deliverables.
• Familiarity with federal acquisition practices, contract types, funding frameworks, and task order procedures.
• Experience in managing program financials, including revenue, margins, forecasting, labor utilization, funding, and subcontractor expenses.
• Established ability to collaborate with contracting officers, contracting officer representatives, customer leadership, and technical stakeholders.
• Experience in coordinating proposal submissions, pricing, staffing, transition, and delivery efforts for task order opportunities.
• Excellent written and verbal communication skills, with experience in preparing program reports, executive briefs, and customer deliverables.
• U.S. citizenship and capability to obtain and maintain the required clearance or background investigation as mandated by the contract.
• **Preferred Qualifications:**
• Project Management Professional certification or a similar program management credential.
• Experience in managing federal cybersecurity, information technology, engineering, or professional services programs.
• Familiarity with GSA MAS, OASIS, Alliant, SEWP, CIO-SP3, or specific agency IDIQ contract vehicles.
• Experience in supporting program transitions, contract recompetes, planning for option years, and contract closeout.
• Knowledge of CMMI, ISO quality standards, Earned Value Management, or comparable program governance frameworks.
• Active federal security clearance or current Public Trust eligibility.
