This is a fully remote position, open to applicants in Virginia.
• Assist the Program Manager in managing all facets of the ICAM Application and Systems Enablement Task Order, including scope management, scheduling, resource allocation, risk assessment, and quality control.
• Aid in the formulation and implementation of the overarching enablement strategy for around 600 NIPRNet applications, ensuring alignment with the DoW Zero Trust Execution Roadmap and guidance from the ICAM PMO.
• Coordinate and oversee enablement execution teams, dynamically modifying team composition and size based on project phases, workload, application complexity, and required technical expertise to ensure operational efficiency.
• Supervise the initial 90-day comprehensive assessment of all approximately 600 pre-registered applications, ensuring that findings, risk logs, and pathway determinations are accurately recorded in the A012 Enablement Tracking Database.
• Track and report on program performance utilizing the A012 Enablement Tracking Database and A013 Metrics Dashboard, ensuring that dashboards remain up-to-date, precise, and accessible to Government stakeholders in real-time.
• Act as the main point of contact for the Contracting Officer's Representative (COR), ICAM Program Management Office (PMO), and Application Owners (AOs), managing relationships, escalations, and stakeholder communications at all levels.
• Oversee the Application Owner Escalation Matrix process, ensuring that all contractor engagement efforts are properly documented, escalations to the COR are timely and precise, and non-responsive applications are transitioned to Government-Induced Hold (GIH) status as per established protocols.
• Manage the development and upkeep of all Contract Data Requirements List (CDRL) deliverables, including program management reports (A-series), technical reports (C-series), and shared O&S deliverables (B-series), ensuring adherence to quality and timeliness standards.
• Support the Test Program by ensuring the creation and execution of the Master Test Plan, Software Test Plans, and Software Test Reports in accordance with PWS Sections 5.2 and applicable CDRLs (C001, C002, C003).
• Ensure contractor compliance with all relevant security requirements, including CUI handling, OPSEC, DoDM 8140.03 cybersecurity certifications, Section 508 accessibility standards, DFARS 252.204-7012, and all referenced DoD regulations and instructions.
• Oversee and manage Government Furnished Information (GFI), ensuring secure handling and tracking of the pre-registered application portfolio and completed migration questionnaires received during the transition-in phase.
• Identify and mitigate programmatic and technical risks, maintaining an up-to-date risk register and proactively bringing emerging issues to the attention of the Program Manager and Government stakeholders.
• Assist in preparing and delivering briefings, status reports, and program reviews for Government leadership and other stakeholders.
• Ensure that all custom tools, connectors, workflows, enhancements, and documentation developed under the contract comply with DFARS data rights provisions (252.227-7013, 252.227-7014, 252.227-7017) and are provided to the Government with appropriate rights assertions.
• Promote a culture of continuous improvement, retention of institutional knowledge, and team continuity throughout the enablement lifecycle.
• A Bachelor's degree in Program Management, Information Technology, Computer Science, Business Administration, or a related field from an accredited college or university.
• A minimum of 7 years of progressive experience in program or project management within a federal government IT contracting environment.
• At least 3 years of experience supporting or managing programs related to Identity and Access Management (IAM), Cybersecurity, or enterprise IT integration efforts.
• Proven experience managing or supporting large-scale, multi-stakeholder federal IT programs that require complex coordination.
• Experience with CDRL deliverable management and compliance with federal contract requirements.
• An active Secret clearance. Must fulfill requirements for CAC-card issuance and NIPRNet access, including annual DoW CyberAwareness training and certification.
• Outstanding communication skills in English, both written and verbal, with a proven ability to convey complex technical and programmatic information to diverse audiences, including senior Government officials, technical teams, and non-technical application owners.
• Demonstrated capability to lead and coordinate dynamic, cross-functional teams across multiple concurrent workstreams, adjusting resources and priorities as program demands shift.
• Familiarity with Identity, Credential, and Access Management (ICAM) concepts, including identity providers (IdP), identity governance and administration (IGA), Single Sign-On (SSO), Multi-Factor Authentication (MFA), Role-Based Access Control (RBAC), and Attribute-Based Access Control (ABAC).
• Working knowledge of industry-standard identity protocols such as SAML, OAuth, OIDC, and SCIM.
