This is a fully remote position, open to applicants in Washington.
• Oversee and manage all facets of contract performance and program execution.
• Plan, coordinate, and oversee intricate information technology projects.
• Develop and present project timelines, budgets, deliverables, risks, and mitigation strategies to Government leadership.
• Provide program management assistance for ICAM and HSPD-12 operations.
• Participate in ICAM, BPA, leadership, and program meetings as necessary.
• Draft meeting agendas, minutes, and action item trackers.
• Organize contractor work assignments and supervise the completion of designated activities.
• Assist in workforce management activities and staffing coordination efforts.
• Coordinate efforts with the Contracting Officer's Representative (COR) and Government stakeholders.
• Monitor program action items and aid in issue resolution activities.
• Track travel budgets and expenditures, providing expenditure reports.
• Create weekly, monthly, and ad-hoc status reports as requested by the Government.
• Maintain and support the Quality Control Plan (QCP) activities and updates.
• Offer support to the ICAM Headquarters office in Washington, DC when needed.
• Advise Government leadership on effective utilization of information technology systems and enhancements to business processes.
• Leverage knowledge of large systems modernization initiatives and business process reengineering efforts.
• Ensure adherence to contract requirements, service levels, and performance standards.
• Assist with transition planning and knowledge transfer activities as required.
• A Bachelor's degree is mandatory. Four (4) years of relevant experience may be considered in place of the educational requirement.
• Project Management Professional (PMP) certification is essential.
• A minimum of ten (10) years of program management experience in supporting large-scale operations, enterprise IT programs, or federal programs is preferred.
• Experience in managing geographically dispersed teams and multi-site operations.
• Familiarity with HSPD-12 directives, PIV credentialing, FIPS 201, Public Key Infrastructure (PKI), and Federal Identity, Credential, and Access Management (FICAM) principles.
• Background in supporting credential issuance and maintenance operations.
• Preferred experience with the USAccess system and federal credentialing environments.
• Knowledge of Fixed and Mobile Credentialing Units, Fargo printers, laptops, desktops, copiers, multifunction devices, and Light Activation Kits.
• Experience in Quality Control Plan (QCP) management, risk mitigation tracking, workforce management, and performance reporting.
• Experience in supporting business process reengineering and large systems modernization efforts.
• Strong analytical skills with the ability to work independently on assigned tasks.
• Excellent written and verbal communication skills.
• Strong organizational and time management abilities.
• Capability to manage multiple priorities in a dynamic environment.
• Proficiency in Microsoft Access, Word, PowerPoint, SharePoint, and Excel is required.
