This is a fully remote position, open to applicants in Africa.
• Offer technical guidance in health economics, costing, and financial analysis for EGPAF-supported HIV, TB, and MNCH initiatives.
• Create triple elimination investment cases for Lesotho, Tanzania, and additional GHSD-supported nations.
• Assess program costs, financing deficiencies, and anticipated health and economic returns.
• Execute cost analyses of prevention and case management strategies, including PrEP and Mentor Mother frameworks.
• Contribute to costing and financial analysis within eMTCT and pediatric HIV gap evaluations.
• Evaluate cost efficiency of disease integration and service delivery models.
• Investigate cost drivers and efficiency improvements for PrEP, technical hub, and RAS implementation strategies.
• Provide costing insights for commodity forecasting and quantification.
• Assist in unit-cost and cost-efficiency evaluations of surveillance and Emergency Operations Center investments.
• Develop and sustain standardized costing tools, templates, and methodologies.
• Incorporate costing and financial data into program dashboards and data utilization platforms.
• Ensure methodologies comply with WHO, UNAIDS, and other acknowledged global standards.
• Draft and review costing, investment case, and sustainability financing sections of proposals, concept notes, sole-source applications, and donor reports.
• Represent EGPAF's health economics and costing proficiency in donor meetings and technical working groups.
• Enhance country program and Ministry of Health capabilities in costing, investment case development, and financial planning.
• Facilitate learning exchanges across countries.
• Collaborate with country teams to embed costing and economic evidence into program design and technical support.
• Produce investment cases, cost-efficiency analyses, costing tools and guidance, donor deliverables, and program management input.
• Advanced degree (MA, MSc, or PhD) in Health Economics, Economics, Public Health, or a related discipline.
• At least 7–10 years of progressive experience in conducting costing, health economics, or investment case analysis for HIV, TB, or MNCH programs, preferably in sub-Saharan Africa.
• Technical proficiency in activity-based costing, unit-cost analysis, and cost-effectiveness analysis for health initiatives.
• Experience in developing investment cases or financing strategies for donor-supported global health programs.
• Familiarity with U.S. government (GHSD, CDC)-funded programs.
• Experience in navigating bilateral, co-financed donor agreements and sole-source award processes.
• Background in supporting Ministry of Health transition/sustainability planning and domestic resource mobilization.
• Strong technical writing capabilities and experience in contributing to proposals, technical briefs, and costing or investment case reports.
• Robust quantitative and data analysis abilities.
• Experience with costing tools or models and the application of artificial intelligence (AI) in data analysis.
• Excellent interpersonal and cross-cultural communication skills.
• Willingness and ability to travel internationally up to 30% of the time.
• Fluency in English is required.
• Familiarity with digital health platforms such as DHIS2 and EMR systems.
• Knowledge of AI-enabled decision-support tools.
• Experience with WHO/UNAIDS costing and planning tools, including OneHealth Tool, Investment Case toolkits, or Spectrum/Goals model.
• Experience facilitating technical communities of practice or cross-country learning networks.
• Proficiency in French or Portuguese is an advantage.
