This is a fully remote position, open to applicants in France.
• Lead the public library policy for Entre Bièvre et Rhône and oversee the ÉCuME network.
• Create, execute, and assess the local public library development strategy.
• Construct and formalize the service plan for the public library network.
• Convert the authority’s strategic goals into actionable plans and operational projects.
• Guide the network’s collection development, cultural programming, and service strategies.
• Foster a dynamic network among the 23 media libraries.
• Encourage resource sharing, collaboration, and experience exchange among teams.
• Cultivate forward-thinking approaches regarding service evolution, user behaviors, and facilities.
• Establish and oversee activity evaluation tools, contributing to assessments and reports.
• Organize team activities and assign responsibilities effectively.
• Supervise the network’s cross-functional areas, including events, cultural initiatives, digital development, and interlibrary delivery services.
• Facilitate organizational change and the implementation of the service plan.
• Ensure effective information flow and coordination across all network levels.
• Identify staffing needs and skill requirements, participating in recruitment and onboarding processes.
• Monitor individual employee situations and work organization matters.
• Support employees’ professional growth and the evolution of their roles.
• Assist in identifying training needs and the professional development of teams.
• Prepare and oversee the service budget and its execution.
• Anticipate changes in expenditure and revenue needs.
• Prepare necessary information for budgetary decision-making.
• Monitor public funding programs and calls for proposals.
• Prepare grant application documents and track awarded grants.
• Ensure compliance with deadlines and obligations from agreements.
• Prepare reports and supporting documents required for grant payments.
• Maintain relationships with institutional and funding partners.
• Prepare and facilitate the governance bodies of the network.
• Assist municipalities in executing the public library development plan’s strategic priorities.
• Prepare decision-support materials for elected officials and senior management.
• Present the service’s projects, assessments, and future plans.
• Collaborate with arts education, cinema, and other public policy sectors.
• Develop projects and partnerships with other intermunicipal public policy areas.
• Contribute to cross-disciplinary cultural programming.
• Participate in the territory-wide cultural plan and discussions on cultural cooperation.
• Establish and maintain relationships with local partners and public library stakeholders.
• Represent the network to municipalities, institutional stakeholders, professional networks, booksellers, suppliers, and cultural, artistic, socio-cultural, and educational organizations.
• In-depth knowledge of public library policy and library operations.
• Strong understanding of the local government landscape and the functioning of public authorities.
• Familiarity with current issues and trends in the library and public library sectors.
• Proficient in team management and change management techniques.
• Competent in project management and networking abilities.
• Skilled in administrative and budget management.
• Knowledgeable about public grant funding and institutional partnerships.
