This is a fully remote position, open to applicants in Sri Lanka.
• Delivers technical support to enhance DMEAL quality assurance, measurement, and ongoing improvement across programming funded by sponsorships, grants, and private sources.
• Aids in the development, refinement, simplification, and implementation of practical DMEAL standards, tools, guidance, and quality assurance processes.
• Offers technical input and coordinates efforts to bolster quality assurance throughout programme assessment, design, planning, implementation, monitoring, review, and adaptation processes.
• Contributes to cross-funding-stream DMEAL quality assurance by promoting alignment across various programming initiatives.
• Monitors the application of global DMEAL guidance, tools, and review processes in real-world scenarios.
• Collects, synthesizes, and shares insights from quality assurance reviews, implementation experiences, data patterns, and cross-portfolio practices to inform programme adjustments, guidance updates, organizational learning, and positioning with donors.
• Provides focused technical assistance, facilitation, thought partnership, and capacity building to Regional, Field Office, and Support Office teams.
• A Master’s degree is preferred in international development, monitoring and evaluation, public policy, social sciences, or a related discipline.
• A Bachelor’s degree accompanied by substantial relevant experience may be considered.
• A minimum of 7–10 years of progressively responsible experience in DMEAL, programme quality, or technical advisory roles within international development and/or humanitarian settings.
• Experience in enhancing DMEAL systems, frameworks, standards, tools, and guidance throughout programme cycles.
• Expertise in quality assurance, programme review, design support, results-based management, and continuous improvement processes.
• Ability to translate strategic direction into practical, field-applicable guidance, tools, and review processes.
• Experience supporting multi-sector programmes and collaborating across global, regional, and field structures.
• Proficiency in applying measurement and quality assurance methodologies across sponsorship-funded, grant-funded, and privately funded programming.
• Skills in strengthening evidence standards, ensuring reporting consistency, and utilizing data for decision-making and programme adaptation.
• Ability to facilitate technical processes, consultations, and cross-functional collaboration with a variety of stakeholders.
• Experience in simplifying tools and processes to enhance usability, consistency, and practical application in the field.
• Proven capability in producing high-quality written materials, synthesis, and technical guidance for diverse audiences.
• Skilled in engaging senior stakeholders while maintaining a strong technical foundation and practical orientation.
