This is a fully remote position, open to applicants in United States.
• Empower AI is looking for a software development consultant to become part of our SBA team, focusing on disaster management and recovery for small businesses impacted by natural disasters.
• This developer will play a crucial role in a team that provides insights to our federal client from various internal and external data sources, aiming to alleviate the burdens on the American populace after disasters.
• The role encompasses two primary areas of focus.
• Leading a software development initiative utilizing geospatial models and Python to enhance agency situational awareness in the aftermath of disasters.
• Directing the creation of scripts and tools to streamline production activities for the team's cartographic and data analytical functions.
• Acts as a subject matter expert on software and application development matters.
• Leverages practical experience and theoretical knowledge to facilitate solution development.
• Collaborates with data scientists and data solutions experts to fulfill information requests from senior government officials.
• Ensures the successful completion of project activities and objectives.
• Offers a wide range of consulting services.
• Utilizes skills and expertise to aid in the development of deliverables.
• Leads or participates in discussions and meetings with clients or project teams.
• Engages in various tasks that demand both practical experience and theoretical, cutting-edge technical knowledge in specialized areas.
• A strong desire to learn and explore new data and techniques is essential.
• Must currently hold or be eligible to obtain a Public Trust level of clearance.
• Bachelor's degree in computer programming, Geographic Information Systems, or a related field.
• Minimum of 5 years of experience.
• Extensive knowledge of Python and associated libraries for data analytics.
• Familiarity with R, SAS, and SQL.
• Understanding of cloud technologies, including AWS (Amazon Web Services) and ArcGIS Online.
• Experience with Snowflake data warehouse technology is preferred but not mandatory.
• Proven experience in coding integration with internal and external databases and websites via APIs and other methods.
• Familiarity with Esri products and services, including ArcGIS, datasets, and maps.
• Experience with Jira, GitHub, or similar project management platforms.
• Previous involvement in programs for federal or state and local government supporting disaster management, such as FEMA, is preferred.
• Knowledge of various geospatial information related to natural hazards or phenomena such as weather and geological hazards.
• Excellent communication skills and strong documentation practices.
