• Provide assistance to domestic fisheries, the Atlantic Highly Migratory Species Division, and NMFS Regional Offices in executing the Seafood EO, which includes eliminating inefficient regulations and crafting fishery management actions to further the EO's objectives.
• Create and compose actions necessary for implementing management measures as required by the Magnuson-Stevens Fishery and Conservation Management Act and the Seafood EO.
• Offer support to facilitate the swift implementation of management measures mandated by EO 14276.
• Draft the content of Fishery Management Plans (FMPs).
• Conduct research and analysis regarding FMP and other fishery management action requirements and capabilities.
• Formulate alternatives, recommendations, presentations, and support management initiatives.
• Assess studies and analyses, and in collaboration with Regional Offices or Atlantic HMS, ensure that fishery management actions address key issues and concerns while advancing the Seafood EO's implementation.
• Evaluate and support environmental analyses, such as National Environmental Policy Act (NEPA) assessments for management actions under NOAA's purview, and integrate them into fisheries management actions.
• Assist in the development, writing, review process, and tracking of fisheries management actions in alignment with NMFS Regional Offices and Atlantic HMS efforts to implement the Seafood EO and other requests from NOAA and NMFS leadership, following established procedures and requirements. This includes effective communication with regional regulatory specialists and fisheries biologists, as well as with regional submitters to ensure regulatory packages achieve their intended objectives and meet documented standards.
• Analyze and provide environmental assessments, scientific analysis, technical writing/editing, and internal communication and outreach aimed at fulfilling the fishery management action development needs of the NMFS Regional Office and Atlantic HMS.
• Process incoming requests according to established fisheries management action processing protocols, which includes completing the completeness checklist and filing documents electronically and on paper.
• Maintain clear communication with regional staff submitters to ensure that fisheries management actions align with the needs of the Regional Offices/Atlantic HMS and adhere to documented standards.
• Assist in creating the Administrative Record for each regulatory action following its review and clearance.
• Support the issuance of permits as requested by NMFS Regional Offices and Atlantic HMS.
• Prepare documentation for review by Regional Office, Atlantic HMS, and/or OSF.
• Effectively communicate with regional regulatory specialists and other regional/Atlantic HMS staff and headquarters reviewers, as needed, to ensure regulatory packages meet documented standards and the needs of the Regions/Atlantic HMS.
• Attend and/or observe relevant Regional Fishery Management Council meetings and related technical committees, advisory panels, and workgroups.
• A PhD or Master’s degree with over 7 years of experience in fisheries-related technical management.
• Ability to translate intricate technical concepts into actionable business or mission strategies.
• Direct experience with Federal fisheries management actions, including drafting fishery management plans (FMPs) and regulatory amendments, along with experience in supporting fishery management action writing and analyses.
• Proven track record of authoring technical documents, such as white papers, scientific publications, and environmental impact statements, among others.
• Familiarity with navigating Magnuson-Stevens Act (MSA) requirements, including fisheries management plans, plan amendments, and other associated actions, or Endangered Species Act (ESA) Section 7 consultations.
• Demonstrated ability to communicate complex regulatory, scientific, or other data effectively with agency personnel across various organizational levels with differing program objectives.
