This is a fully remote position, open to applicants in United States, +1 more state.
• Coordinate financial and accounting operations while providing financial oversight, assistance, and direction to country offices and project personnel.
• Conduct financial management and analyze financial data along with project-fund budgets.
• Prepare necessary reports for funding agencies, ensuring alignment with donor requirements.
• Manage subaward oversight, addressing inquiries and facilitating training sessions.
• Drive financial success through advanced analytical skills.
• Review and process requests for final cost objectives.
• Offer analysis and business modeling support for strategic initiatives involving senior leadership and field operations.
• Analyze performance trends, model intricate business decisions, track outcomes, and present findings.
• Develop, review, and oversee multiple country program budgets ranging from $1–20M annually.
• Collaborate with various teams and offices on cost-to-complete evaluations.
• Evaluate subaward capacity while reviewing and monitoring budgets and expenditures.
• Deliver on-site and remote financial technical support to country staff.
• Clarify discrepancies and variations within financial data.
• Process invoices from sub-awardees, consultants, and vendors, as well as travel expense reports.
• Independently analyze and resolve intricate challenges.
• Utilize financial systems to generate reports, analyses, financial models, and databases.
• Ensure adherence to relevant state and federal regulations and GAAP standards.
• Implement acquisition principles and regulatory knowledge in financial oversight, monitoring, and reporting.
• Document complex or unique issues and express written conclusions clearly.
• Implement, enhance, and assess tools, systems, and processes.
• Act as a trusted advisor to management.
• Prepare and assess complex financial issues and propose solutions.
• Suggest and assist in the development of procedures and corrective actions.
• May execute departmental work plans, contribute to performance reviews, assist in hiring decisions, evaluate training opportunities, and lead initiatives for employee growth and development.
• Willingness to travel 10–15% of the time.
• Bachelor's Degree or its International Equivalent in Finance, Business Administration, Accounting, or a Related Field, or an equivalent combination of pertinent education and/or experience.
• 8 years of progressively responsible experience in finance and operational management.
• Experience in managing financial aspects of Department of State global awards.
• Proven track record of directly supporting program and country offices.
• Direct oversight experience with subrecipients and execution of pre-award and monitoring tasks.
• Practical experience in budget creation, cost monitoring, and estimate-to-complete analyses.
• Advanced understanding of U.S. Government grants, contracting, and auditing standards.
• In-depth knowledge of acquisition principles, regulations, and financial contract management.
• Exceptional analytical and organizational capabilities.
• Professional and articulate communication skills with clients and staff.
• Proficiency in English, both written and spoken, is required.
• Fluency in French or Spanish is preferred.
• Experience in NGOs, government, or the private sector is advantageous.
• Ability to work effectively under minimal supervision.
• Proficiency in spreadsheet software is necessary.
• Familiarity with applicable state and federal laws and Generally Accepted Accounting Procedures (GAAP).
• Advanced technical and administrative understanding of relevant regulations and standards.
• Ability to analyze complex business and program challenges and offer recommendations.
• Capacity to establish and maintain professional relationships.
• Ability to work autonomously.
• Capability to spend extended hours in front of a computer screen and perform repetitive keyboard tasks.
• Ability to sit or stand for prolonged periods.
• Capability to lift and/or move 5 lbs.
• Proficient in using personal computers, Microsoft Office, email, telephone, printers, calculators, copiers, cell phones, PDAs, and other handheld devices.
• Must agree to reference checks, criminal record checks, terrorism finance, and misconduct disclosure screening.
