This is a fully remote position, open to applicants in United States.
• Act as the primary liaison with the FEMA Contracting Officer and the Contracting Officer's Representative.
• Provide strategic leadership, technical guidance, and comprehensive accountability for contract performance.
• Direct, organize, coordinate, and supervise the planning, execution, quality assurance, and delivery of task order activities.
• Lead multidisciplinary acquisition support teams across FEMA Headquarters and Regional Offices.
• Manage acquisition planning, strategy development, market research, cost and price analysis, solicitation, source selection support, contract administration, and closeout processes.
• Create and oversee Integrated Master Schedules, project plans, performance metrics, quality objectives, and risk registers.
• Supervise the creation of acquisition documentation, which includes SOWs, SOOs, PWSs, PRSs, QASPs, IGCEs, solicitation packages, modifications, and closeout documentation.
• Provide executive oversight for acquisition policy analysis, guidance development, stakeholder coordination, regulatory implementation, and responses to oversight inquiries.
• Direct initiatives for acquisition coaching, awareness, and workforce training.
• Lead efforts in acquisition data analytics, dashboard development, automation, visualization, business intelligence reporting, trend analysis, and executive briefings.
• Oversee onboarding processes, knowledge transfer, transition planning, and transition-out activities.
• Identify risks and implement mitigation strategies, resolve technical and operational challenges, and recommend process enhancements.
• Manage program financial performance through forecasting, budgeting, expenditure tracking, variance analysis, resource planning, and corrective action implementation.
• A Bachelor's degree is required.
• A minimum of 10–15 years of progressively responsible experience in managing complex federal acquisition and procurement support programs, task orders, or multi-functional contracts.
• Proven experience in managing technical, financial, schedule, and operational performance for Federal acquisition support programs.
• Extensive knowledge of the Federal Acquisition Regulation (FAR), Homeland Security Acquisition Regulation (HSAR), Homeland Security Acquisition Manual (HSAM), FEMA Acquisition Manual (FAM), DHS Acquisition Life Cycle Framework (ALF), Acquisition Review Process (ARP), and other federal acquisition policies and procedures.
• Advanced proficiency in Microsoft Office Suite, Microsoft Visio, SharePoint, InfoPath, ServiceNow, Power BI, and various web-based collaboration and SaaS platforms.
• Exceptional written and verbal communication skills, including the ability to prepare executive briefings, acquisition documentation, strategic recommendations, and presentations for senior leadership.
• U.S. citizenship and current residency in the U.S. are required.
• Experience with FEMA is mandatory.
• DHS or DOD clearance is preferred, including DHS clearance with CBP/ICE or DoD Top-Secret clearance.
