📋 Description

• The Facility Security Officer (FSO) oversees, manages, and coordinates various industrial security programs for the DoD and other agencies, ensuring adherence to both government and corporate security policies and protocols.

• The FSO is responsible for processing personnel security clearance investigations and maintaining all necessary security documentation, files, clearance, and suitability rosters in alignment with government mandates.

• Key responsibilities encompass administering personnel security clearance processes, including the coordination of initial clearance submissions and periodic reinvestigations for staff, offering guidance and instruction to staff for the completion of security paperwork, collecting electronic fingerprints, and relaying follow-up clearance report statuses to managers for specific contracts.

• Ensure all security documentation and files are maintained in compliance with DCSA requirements.

• Manage FCL documentation and submissions in accordance with DCSA guidelines.

• Provide support and coordination for Federal Agency or component personnel suitability processing.

• Conduct and document security briefings for new employees and exit debriefings.

• Collaborate with other company and government security officers to execute contract-specific onboarding requirements, including high-side nominations and special briefings.

• Monitor and enforce the completion of annual refresher training and other yearly employee security documentation requirements within the Learning Management System (LMS).

• Investigate and report security incidents and Insider Threat occurrences.

• Offer security support to Human Resources, Contracts, and Proposal teams.

• Advise personnel regarding their reporting obligations, both personal/administrative and compliance/incident-related reports.

• Interpret government policies to facilitate the development and execution of security plans and procedures.

• Foster strong working relationships with DCSA and/or other Federal Agency representatives to promote accurate information sharing, incident resolution, and responses to Insider Threats.

• Proven capability to perform DCSA Annual Self-Inspections, prepare for DCSA Security Reviews, and achieve satisfactory outcomes in DCSA Security Reviews with a minimum cumulative score of SATISFACTORY.

• Develop and revise security plans, procedures, and instructions.

• Engage in the creation and execution of security education programs, including both initial and annual refresher training.

• Supervise daily security operations and uphold government and corporate security policies.

• Execute collateral access control responsibilities, including managing badges, access cards, and visit requests as needed.

• Oversee security programs across multiple locations nationwide.

• Perform other duties as assigned.


⛳️ Requirements

• A minimum of 3 years of experience in the role of FSO or 5+ years as AFSO.

• At least 7 years of experience in government contracting.

• A BS/BA degree is required.

• Completion of Facility Security Officer (FSO) Certification – STEPP’s “FSO Orientation for Non-Possessing Facilities” (certificate) or completion within 3 months of the start date is necessary.

• A solid understanding of the government contract lifecycle.

• Familiarity with government security and information assurance processes.

• Capability to onboard and maintain over 300 new employees and Independent Contractors across various locations nationwide.

• Proven ability to provide personnel security guidance to employees in accordance with the 13 adjudicative guidelines.

• Experience with the protection requirements for handling and safeguarding Personally Identifiable Information (PII) and Controlled Unclassified Information (CUI).

• Proficiency in using DISS, NISS, NBIS, eAPP, and ACCS.

• Competence in effectively communicating with Corporate Executives to provide status updates, ensure compliance with the 32 Code of Federal Regulation Part 117 NISPOM requirements, and offer guidance on security-related inquiries or concerns.

• Exceptional oral and written communication skills.

• Strong organizational skills.

• Excellent problem-solving abilities.

• Proficient in the MS Office Suite.

• Must be willing to travel throughout the country as required.
