• The Environmental & Social (E&S) Specialist – Latin America Consultant provides support to a U.S. Government organization in assessing environmental and social risks associated with development finance projects in Latin America.
• This consultant acts as a regional expert tasked with performing project evaluations, aiding compliance efforts, and monitoring environmental and social performance across a varied portfolio.
• Task 1. Environmental and Social Project Assessment and Monitoring
• The Independent Consultant (IC) will concentrate on the environmental and social evaluation and oversight of DFC Latin America projects and may assist with projects in other regions as workload permits.
• The IC will collaborate with the E&S Divisions to ensure uniformity in assessing the environmental and social performance of DFC projects.
• The IC will evaluate environmental and social risks and performance using various assessment frameworks.
• Review the adequacy of environmental and social documentation for projects.
• Prepare a gap analysis, draft approval memo, and a draft action plan.
• The Independent Consultant (IC) must have technical expertise in at least one relevant discipline essential for a comprehensive interdisciplinary approach to environmental and social impact assessment (e.g., environmental science, geology, sociology, anthropology).
• The IC must possess a minimum of five (5) years of experience in conducting or reviewing environmental and social impact assessments (ESIAs) and evaluating environmental and social management systems to meet international standards.
• Experience with the application of the IFC Performance Standards is mandatory.
• The IC must exhibit a solid understanding of the principles, standards, and guidelines applicable to environmental and social impact assessment in developing countries globally.
• The IC must have at least five years of experience working with Development Finance Institutions (DFIs) and/or the private sector in Latin America and must be fluent in both Spanish and English.
• Proven knowledge of the procedures, techniques, and methods utilized in conducting environmental and social impact assessments of proposed and ongoing projects across various sectors and countries.
• Proven ability to interpret and apply international, foreign, and U.S. Government policies, laws, regulations, and standards necessary for identifying and assessing environmental and social impacts.
• Proven knowledge of effective environmental and social management systems, including policies, risk and impact identification, management programs, organizational capacity and competency, emergency preparedness and response, monitoring, stakeholder engagement, and grievance mechanisms.
• Capability to engage effectively with representatives of domestic and foreign governments, U.S. industry, and NGOs.
• U.S. Citizenship is required; the ability to obtain and maintain a Public Trust clearance is necessary.
