Environmental Cost Estimator

This is a fully remote position, open to applicants in United States.

📋 Description

• Creating engineering studies, plans, designs, and specifications for the remediation of environmental contamination.

• Assisting Program, Operations, and Project Managers by evaluating project requirements and generating detailed cost estimates. This role will involve attending pre-bid site visits, defining scopes of work, performing quantity take-offs, calculating pricing based on tasks and phasing, obtaining competitive bids from subcontractors, reviewing and comprehending blueprints and project specifications, aiding in value engineering evaluations, and assessing change orders.

• Conducting a comprehensive review of bid materials, including general conditions, schedules, scopes of work, site logistics, methods and means, constructability, and other relevant information to ensure competitiveness, completeness, and risk mitigation.

• Analyzing project documents to determine necessary resources such as labor, material quantities, methods, equipment, restrictions, schedules, and any other requirements essential for the successful completion of projects.

• Creating FFP and/or CPFF cost estimates that encompass labor, equipment, material/supply, and subcontractor needs.

• Developing an initial project schedule to support the cost estimate, including tasks aligned with the WBS structure. The performance period, along with any optional periods that may be activated, should be clearly identified.

• Compiling and presenting the prepared estimate, along with all supporting information, rates, costs, units, quotes, etc.

• Keeping a cost database for all projects bid and collaborating with company resources to continuously enhance the database for site-specific, regional, and scope-specific data.

• Collaborating with program and project managers, senior technical staff, government clients, and RA Contractors.

• Reporting observations and ensuring compliance with contract documents.

• Soliciting bids from subcontractors and vendors/suppliers.


⛳️ Requirements

• A minimum of 5 years of previous experience in environmental construction and remediation, with at least 2 years in an Estimator or Estimate Lead role.

• A Bachelor’s degree in an engineering discipline related to Environmental Studies such as Civil Engineering, Environmental Engineering, Chemical Engineering, or a related field.

• Experience in preparing bids for USACE and/or EPA remedial action contracts and task orders.

• Practical experience and a general understanding of estimating, including budgeting, scheduling, change management, construction, and reporting.

• Familiarity with cost estimating software and methodologies.

• Experience supporting engineering, environmental, procurement, and construction projects.

• Ability to interpret bid documents related to cost, estimating, and change management.

• Capability to prioritize, organize, work effectively under pressure, and meet deadlines.

• Willingness to work flexible hours as needed to meet deadlines.

• Knowledge and experience with CERCLA, DoD, DOE, EPA, and/or RCRA projects.

• Proficiency in conducting completion inspections, documenting project status, and maintaining records.

• Understanding of federal and state occupational regulations, including those from the US Army Corps of Engineers and the EM 385, 1-1 Safety and Health Manual.

• Ability to prepare daily reports outlining activities and findings.

• Excellent interpersonal communication skills (both written and verbal), including the ability to engage comfortably with varying levels of leadership, RA Contractors, subcontractors, and both internal and external stakeholders.

• Demonstrated proficiency in the Microsoft Office suite, particularly Excel and Word.

• Intermediate proficiency level with the Microsoft Office Suite; experience with estimating software (B2W, Hard Dollar, HCSS, Sage Timberline) is a plus.

• Working knowledge of scheduling software (Primavera or MS Project).
