• The Independent Consultant (IC) will assist in the environmental and social evaluation of DFC projects, primarily focusing on extractive industries such as oil and gas, as well as critical minerals/metals mining and processing.
• The IC will evaluate environmental and social risks and performance in accordance with DFC’s environmental and social standards outlined in the DFC’s Environmental and Social Policy and Procedures (ESPP, April 2024); the International Finance Corporation (IFC) Performance Standards (January 2012); relevant local, national, and international environmental and social legislation, including environmental and social permits; applicable international laws, conventions, and treaties adopted by the host country concerning the project (e.g., ILO Fundamental Conventions); and relevant World Bank Group EHS Guidelines and sector-specific IFC guidance documents.
• Assess the sufficiency of environmental and social documentation for each project, taking into account the local context and the project's development stage.
• The evaluation may necessitate the IC providing recommendations to the Office of Development Policy (ODP) regarding the eligibility of projects for DFC support, in accordance with DFC policies.
• Oversee the actual environmental, social, and health and safety impacts of previously approved DFC projects by analyzing client and third-party monitoring reports and conducting site visits.
• Proven experience in extractive industries, especially within the oil and gas sector.
• Experience in minerals and mining extraction/processing is an advantage.
• A technical background in engineering, environmental science, geology, hydrology, or another relevant field relating to the oil and gas and/or mining and minerals sectors, with demonstrated expertise in assessing risks associated with environmental and social issues.
• Strong knowledge and familiarity with the IFC Performance Standards and the World Bank EHS Guidelines (as well as sector-specific guidelines relevant to extractive sectors), coupled with experience in due diligence and project monitoring in line with these standards.
• Practical and technical proficiency in conducting Environmental and Social Due Diligence (ESDD) and in reviewing and monitoring the implementation of Environmental and Social plans.
• Experience collaborating with private sector entities in Africa, Asia, Latin America, and/or Eastern Europe is required; familiarity with development finance institutions (multilateral or bilateral) is also necessary.
