📋 Description

• Deliver services and support as an Engineering Compliance Manager within the Independent Engineering (IE) Advisory Services, focusing on the Compliance / Risk / Regulatory: Risk, Compliance & Independent Certification Support Functional Area in the Energy Sector (Oil, Gas, Power, and Utilities), particularly concentrating on RM | Risk Management Solutions for clients like the U.S. Department of Energy (DOE) and the DOE Energy Dominance Financing (EDF) Program.

• Ensure that engineering reviews are in accordance with loan agreements, EDF procedures, applicable standards, and technical commitments.

• Act as an Engineering Compliance Manager within the Compliance / Risk / Regulatory: Risk, Compliance & Independent Certification Support swim lane, providing bankable and technically sound Independent Engineering advisory services by transforming discipline-specific findings in engineering, construction, compliance, operation, commercial, and risk areas into lender-ready outputs for due diligence, monitoring, certification, and decision support.

• Analyze project documentation, assess technical and commercial interfaces, recognize risks and their mitigations, validate assumptions, aid conditions precedent and disbursement readiness evaluations when applicable, and produce defensible work products such as standards conformance, design review governance, technical commitment logs, and compliance certification.

• Collaborate with stakeholders from engineering, finance, legal, construction, operations, environmental, HSE, and project controls to facilitate timely decision-making by lenders and the DOE.


⛳️ Requirements

• Over 10 years of applicable experience in engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory; proven track record in oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.

• Bachelor’s degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or a related technical field.

• Preferred credentials include PE, PMP, CSP, API, NACE/AMPP, PMI, or other discipline-specific qualifications where relevant.

• Skills primarily focused on Engineering Services initiatives and aligned with Program Support activities in the Compliance / Risk / Regulatory: Risk, Compliance & Independent Certification Support Functional Area.

• Experience in independent engineering reviews; documentation discipline for U.S. Department of Energy (DOE) Loan Programs Office (LPO); technical due diligence; risk assessment; engineering standards, code compliance, design commitments, and lender technical conditions; data room reviews; tracking information requests; report writing; Excel-based analysis; stakeholder coordination; and effectively presenting findings for credit, construction, monitoring, and certification decisions.
