πŸ“‹ Description

β€’ Assist in the evolution of federal classification and qualification standards towards a fully integrated, competency-based, and skills-oriented framework.

β€’ Work alongside I/O psychologists and policy teams to seamlessly incorporate validated competencies and skills into classification and qualification standards for various occupational groups.

β€’ Convert competency models into revised classification structures, which include job titles, levels of work, and essential responsibilities, in accordance with the Federal Workforce Competency Initiative (FWCI) and other public/private sector models.

β€’ Aid in the formulation and execution of competency-based qualification standards, ensuring that minimum qualifications are connected to measurable skills and proficiency.

β€’ Harmonize classification and qualification policy with assessment policy by: Ensuring all minimum qualifications are assessable and linked to validated assessments, and collaborating with assessment policy experts to maintain consistency across hiring and workforce planning practices.

β€’ Support the development of a skills matrix or framework that correlates general and technical competencies with job roles and levels, facilitating both talent acquisition and management.

β€’ Contribute to the creation and enhancement of agency-facing tools and guidance, which includes:

β€’ Job description templates that align with new classification

β€’ Implementation guidance for the Assessment Decision Tool (ADT) and other assessments

β€’ Policy updates and training materials to assist agencies in adopting SBH practices.

β€’ Engage in the pilot implementation of SBH for the 2210 series, incorporating feedback loops, stakeholder involvement, and iterative policy adjustments.

β€’ Assist in the adaptation and scaling of SBH policies and tools to other job series within the federal workforce, utilizing insights gained from the IT Management pilot.


⛳️ Requirements

β€’ Bachelor’s degree in human resources, Public Administration, or a related field.

β€’ Extensive knowledge of OPM classification and qualification standards.

β€’ Experience with Applicant Tracking Systems (e.g., USA Staffing and federal HR systems).

β€’ Familiarity with federal hiring regulations, merit system principles, and SBH initiatives.

β€’ Capability to interpret and apply evolving policy guidance and translate it into practical tools and resources for agency utilization.
