📋 Description

• Identify, qualify, and prioritize new business opportunities within DoW, focusing on DSCA, COCOMs, and associated mission buyers.

• Build and maintain relationships with stakeholders at DoW.

• Represent Q2IMPACT in client meetings, industry events, and partner engagements to generate qualified leads.

• Clearly communicate Q2IMPACT’s capabilities and positioning to clients and partners.

• Assist in positioning related to IDIQs, GWACs, and other contract vehicles.

• Lead capture efforts from the identification of opportunities through to proposal submission.

• Develop and implement capture strategies, including customer engagement plans, competitive assessments, win themes, and teaming strategies.

• Transform early-stage opportunities into actionable pursuit plans with defined next steps and timelines.

• Conduct pre-RFP engagement to clarify requirements, enhance positioning, and increase the likelihood of winning.

• Support bid/no-bid decisions and capture planning in collaboration with Q2IMPACT leadership.

• Identify and engage potential prime and subcontract partners that align with specific pursuits.

• Assist in the development of teaming strategies based on customer requirements, vehicle access, and competitive positioning.

• Aid in securing teaming arrangements early in the pursuit lifecycle.

• Ensure consistency between the capture strategy and proposal development.

• Contribute to proposal planning, compliance, technical approach, staffing, and management sections.

• Provide support for proposal execution as required, including coordinating inputs from technical, pricing, and recruiting teams.


⛳️ Requirements

• 6–12+ years of experience in federal business development and capture management, particularly focusing on the Department of Defense.

• Proven success in identifying, shaping, and advancing opportunities throughout the complete business development lifecycle.

• Strong knowledge of pre-RFP shaping, capture strategy, teaming, proposal support, and federal acquisition processes.

• Experience in identifying, leveraging, or pursuing IDIQs, GWACs, and other contract vehicles.

• Established relationships within government entities, such as DSCA, COCOM J-codes, SCOs, Service components, or related defense stakeholders.

• A robust network across the industry, including prime contractors, subcontractors, and vehicle holders relevant to DoD services work.

• Experience in supporting the development of technical and cost proposals.

• Strong organizational, project management, and follow-through skills; ability to manage multiple concurrent pursuits with minimal day-to-day oversight.

• Willingness to travel domestically up to 25%.
