Disaster Recovery – Individual Assistance Project Manager

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Oversee comprehensive project management for disaster recovery and survivor assistance initiatives

• Direct the implementation of projects and operational execution activities

• Create and execute project plans, timelines, and resource strategies

• Supervise daily operations to ensure they align with client goals and contractual obligations

• Identify risks, operational challenges, and recommend corrective measures

• Support business development and proposal efforts through technical writing and subject matter expertise

• Act as the primary point of contact between Tidal Basin, clients, government entities, subcontractors, and other stakeholders

• Organize meetings, briefings, and status updates

• Ensure adherence to federal, state, local, and contractual regulations

• Provide technical support and subject matter expertise for FEMA programs, such as PA, IA, and Mitigation

• Analyze and apply 2 CFR Part 200 and relevant state/local policies

• Create FEMA Project Worksheets and assess damage descriptions, scopes of work, cost estimates, and quality assurance content

• Manage documentation, reporting, audit preparedness, and project closure

• Formulate staffing plans and oversee project personnel

• Track project performance, KPIs, and contract deliverables

• Mentor, supervise, and support team members

• Establish and uphold health and safety protocols and necessary training

• Administer project budgets, financial performance, forecasting, invoicing assistance, and resource distribution

• Assess invoices, timesheets, expense reports, and financial statements

• Generate project reports, briefings, forecasts, and executive-level presentations

• Ensure timely and accurate submission of deliverables

• Prepare and revise the Project Management Plan

• Carry out additional responsibilities as assigned

⛳️ Requirements

• Bachelor’s degree in Emergency Management, Public Administration, Business, Engineering/Construction Management, or a related field is preferred

• At least five (5) years of experience in a Project Manager, Program Manager, or similar leadership role managing disaster recovery programs

• A minimum of five (5) years of experience overseeing FEMA Individual Assistance (IA) programs, Disaster Case Management Programs (DCMP), or comparable disaster survivor assistance and recovery initiatives

• Proven track record of managing large-scale recovery programs or projects

• In-depth knowledge and experience of FEMA programs, policies, and procedures

• Familiarity with federal grant management and compliance standards

• Experience in operational aspects of case management programs

• Demonstrated capability to lead teams in dynamic, high-pressure settings

• PMP (Project Management Professional) certification is preferred

• Experience overseeing extensive disaster recovery operations post-federally declared disasters

• Understanding of FEMA Individual Assistance programs, Disaster Case Management principles, Non-Congregate Sheltering (NCS), Transitional Sheltering Assistance (TSA), housing recovery programs, and long-term recovery operations

• Preferred experience in Disaster Case Management Program (DCMP) project management at the federal, state, and provider levels

• PMP, CEM, or other pertinent professional certifications are preferred

• Willingness to travel to disaster-affected regions with extended stays as necessary

• Capacity to work extended hours, evenings, weekends, and holidays based on operational demands

• Ability to lift up to 25 lbs. as required
