📋 Description

• Directs the execution of subcontract administration and management from initiation through contract management to termination, emphasizing compliance and contract value.

• Acts as a strategic executive leader overseeing all subcontracting and procurement activities within a complex government contracting framework.

• Establishes and drives organizational goals, policies, and performance standards to ensure operational excellence and adherence to Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), agency supplements, and commercial regulations.

• Guides enterprise-wide initiatives aimed at optimizing procurement practices, reducing risk, and improving supplier performance.

• Advocates for the company’s Small Business Program for U.S. Government Contracts, utilizing extensive regulatory knowledge and executive influence to encourage meaningful partnerships with HUBZone, 8(a), SDVOSB, and WOSB entities.

• Formulates and executes procurement, subcontracting, and small business strategies that align with corporate goals and government contracting requirements, including support for proposal development.

• Leads cross-functional teams to ensure effective planning, sourcing, and execution of subcontract agreements, while establishing performance metrics and acting as the primary liaison with executive leadership regarding subcontracting issues.

• Manages daily subcontracting and procurement operations, which include sourcing, negotiation, and subcontract administration, while maintaining supplier relationships to guarantee quality, cost-effectiveness, and timely delivery.

• Adopts industry best practices and digital tools to enhance processes and collaborates with program managers and technical teams to align procurement strategies with project needs.

• Maintains a compliant purchasing system in line with FAR, DFARS, and other federal regulations, while supervising internal audits and subcontracting reviews.

• Reduces risk through robust subcontract terms, supplier vetting, and performance monitoring, ensuring all documentation, reporting, and regulatory certifications satisfy government standards.

• Oversees the company’s Small Business Program for U.S. Government contracts, ensuring adherence to federal mandates.

• Identifies, engages, and mentors diverse small business partners, prepares and submits subcontracting plans and reports, and represents the company at outreach events and industry forums to promote small business involvement.

• Leads and mentors a team of subcontract and procurement professionals, cultivating a culture of continuous improvement, ethical standards, and professional development.

• Provides training to enhance team capabilities and foster cross-functional collaboration, including subcontract training for program and proposal managers.


⛳️ Requirements

• Minimum of 8 years of experience in procurement/subcontract administration is required.

• At least 5 years of leadership experience.

• In-depth knowledge of the FAR, DFAR, and government regulatory requirements.

• Familiarity with U.S Government Cost Accounting Standards (CAS) and the Truth in Negotiations Act (TINA).

• Experience in managing various types of subcontracts, such as Cost Plus Fixed Fee (CPFF), Time and Materials (T&M), and Firm Fixed Price (FFP) for services, research and development, systems integration, and the delivery of software and hardware in support of commercial, state, and Federal government programs (both domestic and international).

• Strong contractual knowledge and demonstrated innovative subcontract negotiation abilities.

• Capability to build strong business relationships and exemplary customer service skills.

• Exceptional communication, facilitation, and consultation skills.

• Proven ability to collaborate effectively across different organizational levels (including executive levels), functions, businesses, and geographical regions.

• Experience in leading multiple enterprise-level initiatives concurrently.

• Demonstrated business judgment and project management skills to fulfill internal and external customer requirements.

• Proficiency in Microsoft applications, including advanced Word and Excel, and intermediate PowerPoint skills.

• Experience with Deltek Costpoint.

• Supervisory/leadership experience with increasing levels of responsibility.
