This is a fully remote position, open to applicants in Illinois.
• Act as the representative for AbbVie’s headquarters in Illinois, spearheading strategic relationships with state and local government, economic development entities, and community stakeholders.
• Formulate and implement lobbying and advocacy strategies that influence state legislative and regulatory actions.
• Engage directly with policymakers, regulators, third-party organizations, and coalitions.
• Evaluate political and public policy landscapes, legislation, and regulations; advise on AbbVie’s positioning and manage internal expectations.
• Build and maintain relationships with governors, lieutenant governors, attorneys general, state legislators, local officials, and other external stakeholders.
• Assist U.S. site selection efforts by assessing opportunities, coordinating regional outreach, and presenting AbbVie to economic development officials.
• Collaborate with the U.S. Strategic Alliances Director and policy teams to devise state legislative and political strategies.
• Partner with Federal Government Affairs, U.S. Policy & Analytics, Commercial, Legal, Market Access, Corporate Affairs, as well as regional and district managers.
• Create legislative, regulatory, policy, and political solutions that align with regional commercial goals.
• Represent AbbVie at state legislative and political functions; lead trade association task forces and coalitions.
• Develop engagement strategies for national organizations impacting state policy and political initiatives.
• Coordinate with Federal Government Affairs regarding state and national politics, policy, lawmakers, and associations.
• Recruit and oversee outside consultants within the region.
• Develop and manage the regional state government affairs budget.
• Ensure adherence to lobbying and political contribution laws, registrations, and regulations.
• 8 to 10 years of experience in lobbying, public administration, political party activities, legislative staff roles, or similar fields.
• Prior experience in the healthcare sector or another heavily regulated industry is preferred.
• Strong executive presence with the capability to influence and navigate political environments.
• Ability to comprehend complex policy and legislative matters and develop innovative strategies.
• In-depth knowledge of major state health programs, including Medicaid.
• Familiarity with state finance and appropriations procedures.
• Understanding of dynamics within the private healthcare marketplace, encompassing insurance, drug benefit plans, PBMs, pharmacies, employers, and consumers.
• Capacity to operate independently and exhibit sound business judgment.
• Proficient in creating and executing comprehensive Government Affairs strategies.
• Excellent analytical, critical thinking, interpersonal, organizational, writing, collaboration, adaptability, and deadline-management skills.
• Expertise in developing PowerPoint presentations and translating complex policy issues into clear content for internal audiences.
• Bachelor’s degree in a relevant field such as healthcare administration, political science, public administration, or policy.
• An advanced degree is preferred.
• Comprehensive knowledge of Microsoft Office applications.
• Willingness to travel domestically up to 40 percent.
• Strong connections with policymakers at both state and local levels in Illinois.
