This is a fully remote position, open to applicants in Maine.
• Collaborate with stakeholders to develop a research data framework; design and implement a comprehensive master research data project plan for data collection, operations, reporting, and analytics strategies.
• Act as the institutional official responsible for fostering collaboration and coordination among IT, Security, Legal, Compliance, Research, Administration, and Services teams, while partnering with data-related committees, subject matter experts, and operations teams to enhance research data management, including the optimal integration of tools, applications, and technology solutions throughout the research data ecosystem.
• Facilitate stakeholder engagement to create and sustain the research data governance infrastructure, policies, standards, and practices; work with stakeholders to build trust and shared responsibility for research data governance and management.
• Create standardized and consistent data governance policies, practices, and procedures that encourage information sharing, collaboration, and innovation, adhering to ethical, compliance, and security requirements; provide data requirement documents and resources, such as data definitions/ontologies, data lineage/provenance, workflows, metadata forms, data models, protocols, etc.
• Cultivate a culture of data accuracy, transparency, and operational excellence within the research community; oversee the remediation, alignment, and rationalization of research data and metadata; ensure oversight of research data sharing to maintain quality, traceability, and usability in line with FAIR and CARE principles.
• Prepare and maintain documentation for research data governance; monitor emerging data and AI regulations; identify and mitigate risks associated with data governance and management; support audits and assessments.
• Lead the advancement of research analytics capabilities; define metrics and KPIs to evaluate research and educational outcomes, transforming institutional strategy into measurable performance indicators that align with programs and reporting requirements.
• Define, manage, and enhance information management principles, policies, and programs; create or utilize tools to track, categorize, and inventory research data; identify data management metrics and develop data quality scorecards to monitor and enhance data integrity.
• Establish requirements for reports, communications, and metrics dashboards, and advise on the utilization of AI tools to support ongoing process improvements in data management and usage across the research enterprise.
• Design and implement outreach, education, and training initiatives to promote data literacy, integrity, and stewardship.
• A minimum of 10 years of technical experience, preferably in data governance and management.
• A Bachelor’s degree is required, while a master’s degree is preferred.
• At least 5 years of progressive leadership experience in enterprise-wide programs and/or cross-functional teams.
• Extensive knowledge of data governance best practices, data management principles, data architecture, as well as storage and security requirements.
• Proven experience in executing strategic plans that involve integrating complex, cross-functional processes and information.
• Strong analytical and problem-solving skills with the capability to conduct independent data analysis.
• Familiarity with regulatory compliance and policy development and education.
• A strong commitment to collaborative and inclusive decision-making processes.
• Excellent oral and written communication skills, including the ability to articulate technical concepts to non-technical audiences.
