This is a fully remote position, open to applicants in Canada.
• Provide support to a team of 7 to 10 experienced PDMs through regular one-on-one meetings, honest feedback, and coaching during critical moments, while allowing them to manage their projects on a day-to-day basis.
• Cultivate senior practitioners to broaden their scope and enhance leadership, strengthening the practice over time.
• Recruit PDMs and assign them to projects where they can excel and contribute to the mission.
• Establish the practice's direction and norms for collaboration and transparency, enabling the team to deliver effectively without your constant involvement.
• Intervene in challenging team dynamics when necessary, working towards resolution in an open manner while demonstrating resilient conflict resolution patterns.
• Assist clients in recognizing and appreciating the value of product thinking through engagements, both by fostering an exceptional team and by working directly with clients as an advisor and subject-matter expert when needed.
• Aid clients in incorporating product roles, capabilities, and team structures that endure beyond the engagement.
• Act as a trusted advisor to government leaders in establishing successful product leaders and teams, increasingly at senior and strategic levels.
• Define and uphold the standards, workflows, and rituals that enable teams to deliver effectively and sustainably, while allowing for experimentation and iteration.
• Determine how the practice measures progress, learns, and adapts as circumstances evolve.
• Set up knowledge management systems to ensure lessons are retained rather than rediscovered.
• Influence and contribute to the broader conversation on the significance of product in delivering user-centered public services.
• Enhance the visibility of Bloom's product expertise with government teams and partners by publishing tools and perspectives, speaking at and attending field events, and providing reusable resources to government teams.
• Develop relationships with potential partners and clients, linking Bloom's product perspective to the challenges they face.
• Represent Bloom's product practice in the field, shaping the understanding of product in government within the wider civic technology community.
• Collaborate with Bloom's leadership team on tactical and strategic decisions, particularly regarding hiring, staffing, culture, and business development.
• Assist in scoping proposed work with appropriate time and cost estimates, and contribute to proposal development.
• Maintain a long-term perspective, making decisions with awareness of second-order effects, and continue to progress amidst ambiguity.
• A minimum of 10 years of product and delivery experience, including leading teams in a consulting-like setting.
• Experience in leading and developing a team or practice, including nurturing senior practitioners.
• Proven track record of building client capacity: assisting client teams in developing their own product capabilities, and advising senior leaders on establishing product roles and teams.
• A history of advocating for product methods in public interest technology through speaking engagements, writing, or partnership development.
• Comfort working in a remote, distributed team, with outstanding communication skills, adaptability to ambiguity, and a collaborative, low-ego approach.
• Proficiency in agile, iterative, user-centered delivery methods.
• Familiarity with business development and government procurement processes: scoping work, shaping proposals, and understanding government purchasing practices.
• Extensive knowledge of the public interest technology landscape and the challenges associated with digital service delivery.
• A thoughtful and inquisitive approach to emerging technologies, including AI: willing to utilize it, ready to help the team enhance its own understanding, and capable of assessing where it provides benefit and where it may pose risks for government and the communities these services serve.
